Development of regional components of the housing and communal services management system based on standards of civic participation

The article deals with the issues of improving regional management systems in the sphere of housing and communal services on the basis of expanding the practice of involving citizens in management activities. The components of civil participation in the housing and utilities sector have been identified. Directions for the development of forms of civic participation have been proposed, allowing to move to a regional model of housing and communal services management, based on state regulation and control in combination with social partnership between public authorities, business and public organizations of citizens.
