В борьбе с пандемией COVID-19 страны вводят меры, ограничивающие социальное взаимодействие. В апреле 2020 года в рамках проекта «Глобальный доступ к правосудию» более чем в 50 странах было проведен анализ исполнительной системы наказаний в условиях пандемии1). Было выявлено, что ограничительные меры, такие как временная приостановка судебных слушаний, внедрение современных информационных технологий и сокращение времени посещения задержанных, находящихся в исправительных учреждениях, негативно влияют на самые уязвимые слои общества2). Пандемия COVID-19 усугубила и без того непростую ситуацию с обеспечением правопорядка в Арктике. В отличие от южных, неарктических территорий, доступ к судебной системе здесь ограничивают такие факторы как труднодоступные территории, слабая инфраструктура, наследие колониального режима и культурные различия. Однако пандемия не только усугубила проблемы, существующие в контексте Арктики, но и поставила новые вызовы перед судебной системой. В этой статье на примере Канады рассматриваются в сравнении трудности, с которыми столкнулись органы законодательной власти до и во время пандемии COVID-19.
