Questions of Russian speech culture and aspects of Russian language policy

Statement of the problem. The cultural and speech situation is an important indicator of the spiritual health of society and its priority interests. The state of ethnosocietal speech culture should be the object of close and benevolent governmental attention. This attitude of the authorities is especially in demand when it comes directly to the level of communication in a language that is constitutionally recognized as the state language and at the same time is native to the majority of the country’s population. It also has the constitutionally established status of a State-forming people. The purpose of the article is to analyze the impact of borrowings on the Russian mentality and attempts to control the situation at the legislative level. Research methods: cognitive, discursive, method of critical analysis of documents. Research results. With the help of language, first of all, its vocabulary, a linguistic picture of the world is built and fundamental mental traits are transmitted from generation to generation. This translates well-known traditional spiritual and moral values, their inculcation into the younger generation, and consolidation of national cultural achievements. However, today the state of Russian communication culture in Russia raises worrying concerns. Over the past three decades, there has been a massive invasion of unjustified lexical borrowings, which noticeably distort the linguistic picture of the world familiar to native speakers of Russian and replace the original designations of conceptually important concepts. Conclusions. From time to time, the state pays some attention to the issues of speech culture of citizens. But reactions to the problems of using the Russian language only rarely receive legal expression in little-known documents, which, as a rule, are palliative.
