Вопросы содействия глобальному распространению научных знаний и передаче технологий в стратегии устойчивого развития европейского союза

Введение: в условиях перехода к устойчивому развитию происходит повышение активности интеграционных объединений государств, в частности, Европейского союза, в сфере разработки и передачи экологически чистых технологий, а также распространения научных знаний. Цель исследования заключается в выработке комплексного представления о месте вопросов содействия распространению знаний и передачи технологий в интересах глобального перехода к устойчивому развитию в обновленной региональной стратегии ЕС в сфере устойчивого развития. Задачи исследования - осуществить последовательный анализ развития проблематики распространения научных знаний и передачи технологий в интересах устойчивого развития в правовых актах и программных документах ЕС, а также выявить особенности политики ЕС в данной сфере. Методы: общенаучные (системный, структурно-функциональный) и частно-научные (сравнительно-правовой, догматико-правовой) методы. Результаты: в статье обосновано новое видение таких форм международного научно-технологического сотрудничества ЕС с третьими государствами, как распространение знаний и передача технологий с точки зрения содействия переходу к устойчивому развитию в глобальном масштабе. Автором установлено, данные формы МНТС преследуют собой не только цель повышения экономической конкурентоспособности Европы и повышение научно-технического потенциала государств-коллабораторов, но и предполагают решение масштабных задач перехода к устойчивому развитию как согласованию трех измерений развития. С особым вниманием ЕС относится к вовлечению развивающихся и наименее развитых стран в международное научно-техническое сотрудничество как условие решения проблем их социально-экономического развития. Выводы: содействие ЕС в деле «разворота» глобального НТП в сторону обеспечения устойчивого развития исходит из уже существующих правовых основ и осуществляется на базе имеющейся инфраструктуры. Одновременно ЕС далек от исключительной позиции донора технологий и знаний, необходимых для устойчивого развития, и стремится развивать другие формы МНТС, такие как совместные научные исследование и формирование потенциала.

The issues of facilitating the global dessimination of scientific knowledge and technology transfer in the european union’ strategy of sustainable development
Introduction: in the conditions of transition to sustainable development the increase in the activity of the integrative associations of states, including the European Union, takes place in the development and transfer of environmentally sound technologies as well as the dissemination of scientific knowledge. In this regard, the purpose of the study is to elaborate a broad view of the role of issues of facilitating the dissemination of knowledge and technology transfer in the interest of global transition to sustainable development in the revamped regional EU strategy concerning sustainable development. The objectives of the study are to conduct a sequential analysis of the problematics of the dissemination of scientific knowledge and technology transfer in the interest of sustainable development in the EU legal acts and policy papers and also to reveal the specifics of the EU policy in this area. Methods: the article uses the general scientific methods (systemic, structural methods) and the methods of legal research (comparative and formal-legal ones). Results: the research substantiates a new perspective of such forms of the EU international scientific and technological cooperation with third states as the dissemination of knowledge and technology transfer in terms of facilitating the transition to sustainable development on a global basis. The author determines that these forms are aimed not only at increasing the competitiveness of Europe and the scientific and technological potential of states-collaborators, but at solving the large-scale tasks of transition to sustainable development as harmonization of the three dimensions of development. The EU pays special attention to involving developing and hard developing countries into international scientific and technological cooperation as a condition of solving the problems of their social and economic development. Conclusions: the EU’ contribution to shifting the scientific and technological progress to sustainable development is based on the already functioning legal framework and conducted as part of the infrastructure available. Simultaneously, the EU is far from the exclusive position of a technology and knowledge donor and is striving to develop other forms of international scientific and technological cooperation, for example, joint scientific researches and capacity-building.
