Vividly manifested inertia characteristics of the pedagogical system are its advantages and somewhat disadvantages. Didactic dialectical unity of all participants of the academic process predetermines functioning of the pedagogical system similar in the form and functions to the system of mass service where a teacher acts as an autocratic supervising-over-execution component. Interaction of participants of the academic process has a rather systematic character which allows to talk about the technological effectiveness of the process regulated by the society by rigid boundary conditions. Success of the educational process as a society’s objective requirement is proactive part of shaping a person is assessed by procedures being operated in the domain of fuzzy set of values under inexplicit and simply properly described criteria. It is obviously required to hierarchise a system of priorities which would be acceptable by society, the pedagogical system and the learner himself/herself. Simultaneously the ambiguity of the assessing procedure underscores the necessity for intensifying the whole process along with the learner’s position. In the whole the modern system of education has failed to overcome a tendency towards preparing specialists with a set of ordinary competences.
