The Relationship between Trust and Personnel Turnover in Educational Organizations of the Russian Ministry of Internal Affairs

Introduction. Trust and its influence on the predicted probability of dismissal of cadets and trainees from the educational organization of the Russian Ministry of Internal Affairs are under examination. The purpose is to identify the role of trust in assessing personnel turnover in educational organizations of the Russian Ministry of Internal Affairs. Materials and Methods. The study was conducted from 2019 to 2021 with the participation of 7958 cadets and trainees of 2–5 courses from various departments of the educational organization of the Russian Ministry of Internal Affairs. The sample consisted of 2342 employees in 2019, 2524 —in 2020, and 3092 — in 2021. The research was conducted via the method of a written anonymous survey using the Questionnaire for assessing the moral and psychological state of the division, approved by the Register of methods and programs of psychological work used by psychologists of the units for working with the law enforcement personnel of the Russian Federation (2022). Results and Discussion. Some data was obtained concerning the assessment of the level of cadets’ and trainees’ trust in colleagues and chiefs and the estimated outflow of personnel. Cadets and trainees assessed the level of their trust in colleagues and chiefs, the prospects for their professional activities in law enforcement agencies related to their future plans. The structure of the relationship between trust and personnel turnover is reflected. Conclusions. The level of trust of cadets and trainees of the educational organization of the Russian Ministry of Internal Affairs is one of the factors of personnel turnover, which makes it possible to forecast the probable attitudes to stop training and service in law enforcement agencies. The revealed stability of the level of cadets’ and trainees’ trust in colleagues and chiefs allows us to predict the outflow of personnel at the level of 2–4%. A low level of trust among cadets and trainees was revealed in units with high personnel turnover, which confirms the assumption about the relationship between trust and personnel turnover in educational organizations of the Russian Ministry of Internal Affairs and should be taken into account when developing a program for the psychological prevention of personnel turnover in educational organizations of the Russian Ministry of Internal Affairs.
