Legislative Framework and Practice of Training Law Enforcement Officials in Educational Institutions NKVD of the RSFSR–USSRin the 1920s–1930s

The relevance of this topic stems from the fact that the relationship between citizens and political leaders that emerged in our country after the revolutionary events of 1917, the choice of future paths and courses of national development, and the resolution of numerous state issues were directly linked to the police functions of that time. The capabilities and competencies for effectively fulfilling their official duties depended entirely on the level of training of these specialists. As the study showed, the processes of the emergence, formation, and organization of police schools in our country were quite complex. They occurred in the context of global, largescale, and significant governmental, economic, sociocultural, and civic-political transformations. Moreover, the processes of establishment and further development of various types of professional training organizations for police officers are linked to the emergence of the police as a permanent, full-time collective body. As soon as the police bodies emerged, the state immediately began to take decisive action in the area of professional training for specialists in this field. During the study, the author notes that from the first years of the new government and throughout the subsequent decades of the designated timeframe, the analyzed departmental educational institutions continued to study, develop, and identify methods, approaches, and technologies for training personnel, as well as further develop the system of training and preparing young police specialists. Within just a few decades, a comprehensive and extensive network of police educational institutions emerged and began to actively develop in our country, training professional law enforcement personnel for the Main Directorate of the NKVD of the USSR. Studying the issues related to the genesis of training law enforcement personnel during the historical period under review is an extremely important task because it allows us to identify positive directions for organizing this activity in emergency situations.
