Creative Tourism by Local Government? An Analysis of the Design of the First Public Policy in Brazil

The main point is to understand the design of the Porto Alegre Creative Tourism Program (PPATC-2013) as a municipal public policy, analyzing the first creative tourism program implemented in Brazil. It seeks to contribute to the emerging field of creative tourism public policies, facilitating policy learning for managers and academics interested in the theme. Methodologically, pragmatist epistemology and ex-post-facto research were adopted, using a single case study. It employs methodological triangulation, combining documentary research (Multi-annual Plan, program guidelines, municipal reports), field observation, and interviews with public managers and policymakers (2017-2018). The analysis follows inductive logic with saturation of the apprehended narratives. As main results, critical limitations were identified in the design of PPATC-2013, such as: absence of tourism demand studies, centralized elaboration process, uncritical mimicry of external models, lack of community mapping of creative activities, and absence of a monitoring system. The program had a limited duration (2 years) and evolved into the Shed Tourism (in Portuguese, Turismo de Galpão) project. Among the main contributions and implications, the study demonstrated that tourism policies, with specific niches such as creative tourism, require adequate territorial diagnosis, participatory design process, contextual resignification of external experiences, and intersectoral articulation. It contributes to the preservation of institutional memory and offers lessons for the development of similar policies, emphasizing the need for adaptation to local specificities and effective community participation.

The Irapé Lake Tourist Circuit is located in the North of Minas Gerais and the Jequitinhonha Valley, encompassing sixteen cities. This study focuses on the cities of Grão Mogol and Botumirim, aiming to develop public policy proposals that support creative economy enterprises, including gastronomy, handicrafts, and tourism. Action research was chosen, in which researchers and the community collaborated in planning, action, and reflection to develop propositions that addressed everyday, practical problems. Thirty-seven entrepreneurs were interviewed using a semi-structured script, focusing on understanding the enterprises’ vulnerabilities and the strategies adopted to overcome them. Subsequently, creative economic entrepreneurs were gathered to conduct a cooperative inquiry, proposing specific public policies to meet local needs and build long-term, sustainable social and economic development. In the cooperative inquiry, five categories of public policies were proposed: training of entrepreneurs (social media management, project development, English, and courses in the areas of gastronomy and tourism); creation of a support center for culture and tourists; promotion of cooperation between entrepreneurs, city residents, and local public institutions; assisted credit; and creation of a local identity that recognizes entrepreneurs as agents of transformation and values culture. Additionally, the proposition of public policies conceived by local entrepreneurs, based on the vulnerabilities faced in daily life, makes these propositions assertive regarding their transformative capacity.

Креативные индустрии в условиях российского трансграничного региона

В статье представлены результаты исследования развития креативных индустрий в российском трансграничном регионе на примере Алтайского края. Основная цель исследования состояла в выявлении институциональных и социокультурных механизмов интеграции креативных индустрий в условиях приграничья. Научная новизна работы заключается в оценке методов адаптации федеральных стандартов (ФЗ № 330-ФЗ, Региональный стандарт АСИ) к специфике региона. Методологическую основу составили данные Росстата, Министерства экономического развития РФ, мониторинг института развития креативных индустрий НИУ «Высшая школа экономики» (2024), а также материалы Алтайкрайстата. Результаты показали, что Алтайский край сохраняет позицию среди регионов-лидеров (группа А) по уровню развития креативных индустрий, увеличивая долю соответствующего сектора в валовом региональном продукте до уровня более 3%. Одновременно выявлены ограничения: географическая удаленность региона относительно основных экономических центров РФ, преобладание аграрного сектора в структуре валового регионального продукта, зависимость от грантовой поддержки, миграция кадров. Преодоление ограничений требует стратегического подхода, важной составляющей которого является Алтайский государственный университет как центр кадрового, научного и трансграничного взаимодействия в центральноазиатском пространстве.
