The study analyzes the activity of working groups implemented the government project on Sheep Breeding Development in the Kyrgyz Republic (1996-2000) initiated by the government and the Ministry of Agriculture and Food of the Kyrgyz Republic and financed by foreign investors. Its progress and shortcomings are demonstrated. The misuse of project funds is noted as well. The long-term animal breeding within the project resulted in the creation of the Kyrgyz Mountain Merino sheep, a new unique profitable breed. Despite the mistakes and miscalculations made in the project, the foundation of the Sheep Breeders Association of the Kyrgyz Republic contributed significantly to the development of sheep breeding industry in the country and encouraged the establishment of more than 1,000 private farms in Kyrgyzstan.
