Методологические основы разработки и реализации региональной кластерной политики

Целью статьи является совершенствование методологических основ формирования и реализации кластерной политики на региональном уровне. Для достижения поставленной цели автором проведен анализ опыта зарубежных стран по стратегическому планированию в области кластерного подхода, рассмотрены основные составляющие кластерной политики, а также этапы формирования и реализации кластерных программ, предложена модель региональной кластерной политики. Практическое значение заключается в возможности применения органами государственной власти полученных в ходе исследования выводов для формирования и реализации кластерной политики в регионе.

Methodological basis for the development and implementation of regional cluster policy
The aim of the article is to improve the methodological foundations for the formation and implementation of cluster policy at the regional level. In order to achieve this goal, the author analyzed the experience of foreign countries in strategic cluster planning, examined the main components of cluster policy, as well as the stages in the formation and implementation of cluster programs, and proposed a model for regional cluster policy. The practical significance lies in the possibility of the government bodies applying the findings of the study to the formation and implementation of cluster policy in the region.
