The article deals with the problem of the formation and development of the voting literacy of the members of the society. There is presented the new approach to the improvement of the voting literacy of the population as the development of the voting culture. The author substantiates the topicality of the development of the voting culture of the teacher, because the teacher, working with the youth, is able to activate the voting culture since the early childhood.
