О реконструкции и модернизации жилищного фонда в Азербайджане

Проведено исследование значения экономического обоснования эффективности проектных решений реконструкции, обновления, модернизации и капитального ремонта существующего жилищного фонда, а также их финансирования и дальнейшего развития. Выполнен социально-экономический анализ существующего фонда. Основа работы - это изучение сложившийся практики реконструкции, модернизации и капитального ремонта жилых домов и создании экономически и технически обоснованной методики, позволяющий комплексно решать вопросы реконструкции городских территорий с целью получения социального эффекта. Реформирование жилищно-коммунального хозяйства требует регионального и территориального управления. Эффективность реформирования характеризуется рентабельностью всех звеньев, включая низовые отрасли и компаний.

About reconstruction and modernization of the existing housing stock in Azerbaijan
A study was conducted of the significance of the economic justification for the effectiveness of design solutions for the reconstruction, renovation, modernization and overhaul of the existing housing stock, as well as their financing and further development. A socio-economic analysis of the existing fund was carried out. The basis of the work is the study of the established practice of reconstruction, modernization and overhaul of residential buildings and the creation of an economically and technically sound methodology that allows them to comprehensively solve the issues of reconstruction of urban areas in order to obtain a social effect. Reforming housing and communal services require regional and territorial management. The effectiveness of the reform is characterized by the profitability of all units, including grass-roots industries and companies.
