Авторами публикации выявлены и рассмотрены особенности правового регулирования полномочий субъектов Федерации по вопросам местного самоуправления с точки зрения динамики этого процесса в России. Анализируются нормы Конституции России, федеральных законов, Законопроекта «Об общих принципах организации местного самоуправления в единой системе публичной власти», внесенного в ГД ФС РФ. Отмечается, что объем полномочий субъектов Федерации последовательно возрастал, при этом их регулирование целесообразно скорректировать. Обосновываются соответствующие авторские предложения.

Powers of federation subjects on local government: legal regulation trends and possible perspectives
The article identifies and examines the features of the legal regulation of the powers of the constituent entities of the Federation on issues of local self-government from the point of view of the dynamics of this process in Russia. The article analyzes the norms of the Constitution of Russia, federal laws, the Draft Law «On the General Principles of Organization of Local Self-Government in a Unified System of Public Power» introduced to the State Duma of the Federal Assembly of the Russian Federation. It is noted that the scope of powers of the constituent entities of the Federation has consistently increased, while their regulation is advisable to adjust. The corresponding proposals of the author are substantiated.
