Virtual and it technologies in rehabilitation and distance education of handicapped people

The article analyzes implementation of virtual and IT technologies for education and social rehabilitation of handicapped and disabled people. It is argued that introduction of such technologies into national rehabilitation policy could make the latter more effective in terms of utilizing intellectual, social, political, etc resources available.
