The ways of implementation of system and activity approach in the development of text skills of students at primary school are revealed. On the basis of analyzing the results of implementation of the all-Russian test papers by the school students of the fourth form there are defined the issues associated with the fulfillment of test tasks by school students. There are presented the methodological approaches to the development of text skills in the system of teaching the coherent written speech, having been tested for years at primary school in St. Petersburg.
