Родители в системе школьного образования в Европе

Введение. Для определения перспектив развития социальной общности родителей в качестве субъекта гражданского общества в России необходим анализ зарубежных практик социальной и гражданской деятельности родителей. В этом смысле интерес представляет деятельность европейских родителей, отражающая опыт стран с развитым гражданским обществом (Франции, Германии, Швеции). Цель статьи - проанализировать институциональные возможности и практики участия европейских родителей в системе школьного образования. Материалы и методы. Методологической рамкой исследования участия родителей в школьном образовании выступила концепция Д. Эпштейн. Для достижения поставленной цели было изучено содержание нормативно-правовых документов, регулирующих участие европейских родителей в образовании их детей-школьников; проведен вторичный анализ статистической информации и научных публикаций. Результаты исследования. Исследование показало, что несмотря на единое европейское пространство, родители в системе школьного образования проанализированных стран имеют разные институциональные возможности участвовать в образовании своих детей-школьников. Выделены два базовых принципа государственной политики в отношении родительского сообщества, влияющих на особенности их участия в школьном образовании: ограничение свободы индивидуального выбора родителей в сфере школьного образования для обеспечения равного доступа к государственному школьному образованию; приоритет прав детей над правами родителей. Взаимодействие школы с родителями ориентировано на воспитание политкорректных родителей, выполняющих требования школы. Российское родительское сообщество может активнее использовать как минимум две европейские практики реализации и защиты детско-родительских прав и интересов в сфере школьного образования: коллективные формы защиты детско-родительских прав и интересов, консолидацию с местным сообществом для реализации детско-родительских потребностей и интересов. Обсуждение и заключение. Полученные результаты вносят вклад в развитие социологической концепции социальной общности родителей как субъекта гражданского общества. Материалы статьи будут полезны ученым, анализирующим проблемы развития российского гражданского общества, представителям образовательного менеджмента, занимающегося разработкой программ гармонизации взаимоотношений родителей и школы; гражданским активистам.
