Социальная защита и поддержка инвалидов, ветеранов, людей, подвергшихся радиационному воздействию

Тема исследования актуальна поскольку государство уделяет значительное внимание социальной защите инвалидов, ветеранов, людей, которые подверглись радиационному воздействию в результате радиационных катастроф. Цель статьи - рассмотрение социальной защиты граждан, подвергнувшихся радиационному воздействию. В качестве объектов исследования выбраны инвалиды, ветераны, люди, подвергшиеся воздействию радиации вследствие катастрофы на Чернобыльской АЭС, в производственном объединении «Маяк», ядерных испытаний на Семипалатинском полигоне. Методами исследования являются статистический метод, анализ и синтез, дедукция и индукция. Полученные результаты отражают использование основных положений закона о социальной защите граждан, подвергшихся воздействию радиации вследствие катастрофы на Чернобыльской АЭС, Федеральных законов о социальной защите инвалидов, о ветеранах, социальной защите граждан, подвергшихся воздействию радиации вследствие аварии в 1957 году на производственном объединении «Маяк» и сбросов радиоактивных отходов в реку Теча, социальных гарантиях гражданам, подвергшимся радиационному воздействию вследствие ядерных испытаний на Семипалатинском полигоне, доклада об итогах работы Министерства труда и социальной защиты Российской Федерации в 2023 году и задачах на 2024 год. Использованы официальные данные статистики. Рассмотрены меры социальной защиты инвалидов, реабилитация, абилитация, сопровождаемое проживание, обеспечение инвалидов техническими средствами реабилитации, индивидуальная программа реабилитации или абилитации инвалидов, социальная поддержка ветеранов Великой Отечественной войны, боевых действий, военной службы, труда. Показаны меры социальной поддержки людей, подвергшимся воздействию радиации вследствие катастрофы на Чернобыльской АЭС, аварии на производственном объединении «Маяк», ядерных испытаний на Семипалатинском полигоне. Основной вывод предполагает необходимость дальнейшего развития системы социальной защиты инвалидов, ветеранов, людей, подвергшихся воздействию радиации, увеличения размеров денежных выплат. Обзор литературы дает основание для утверждения о наличии таких опубликованных работ, как организация и содержание работы по социальной защите инвалидов, пути совершенствования системы социальной защиты инвалидов, стратегия формирования системы социальной защиты инвалидов в контексте социально-экономического и демографического профиля региона, развитие института медико-социальной экспертизы и социальной защиты инвалидов, социальная защита инвалидов боевых действий, медико-социальные аспекты заболеваемости, инвалидности и реабилитации инвалидов, профессиональная реабилитация и трудоустройство инвалидов боевых действий и военной службы, социальная защита инвалидов как фактор повышения эффективности социального менеджмента, социальная защита ветеранов Великой Отечественной войны, ветеранов труда, правовой статус защитников Отечества-ветеранов боевых действий, ресоциализация ветеранов специальной военной операции, вернувшихся на рабочие места, социальная поддержка пострадавших от радиации.

Social protection and support for the disabled, veterans, people exposed to radiation of organizations in the field of culture
The topic of the study is relevant, since the state pays considerable attention to the social protection of the disabled, veterans, and people who have been exposed to radiation as a result of radiation disasters. The purpose of the article is to consider the social protection of the disabled, veterans and people exposed to radiation. Disabled people, veterans, people exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, in the Mayak production association, nuclear tests at the Semipalatinsk test site were chosen as objects of research. The research methods are the statistical method, analysis and synthesis, deduction and induction. The results obtained reflect the use of the main provisions of the law on the social protection of citizens exposed to radiation as a result of the Chernobyl disaster, the federal laws on the social protection of the disabled, on veterans, the social protection of citizens exposed to radiation as a result of the accident in 1957 at the Mayak Production Association and the discharge of radioactive waste into the Techa River, social guarantees for citizens exposed to radiation as a result of the nuclear tests at the Semipalatinsk test site, the Report on the results of the work of the Ministry of Labor and Social Protection of the Russian Federation in 2023 and tasks for 2024. Official statistics were used. Measures of social protection of the disabled, rehabilitation, habilitation, assisted living, provision of the disabled with technical means of rehabilitation, an individual rehabilitation or habilitation program for the disabled, social support for veterans of the Great Patriotic War, military operations, military service, labor are considered. Measures of social support for people exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant, the accident at the production association «Mayak», nuclear tests at the Semipalatinsk test site are shown. The main conclusion suggests the need for further development of the system of social protection of the disabled, veterans, people exposed to radiation, and an increase in the amount of monetary payments. The review of the literature gives grounds for asserting the existence of such published works as the organization and content of work on the social protection of the disabled, ways to improve the system of social protection of the disabled, the strategy for the formation of the system of social protection of the disabled in the context of the socio-economic and demographic profile of the region, the development of the institute of medical and social expertise and social protection of the disabled, the social protection of disabled combatants, medical and social aspects Morbidity, Disability and Rehabilitation Vocational rehabilitation and employment of disabled veterans of military operations and military service, social protection of disabled people as a factor in improving the effectiveness of social management, social protection of veterans of the Great Patriotic War, labor veterans, legal status of defenders of the Fatherland who are veterans of military operations, resocialization of veterans of the special military operation who returned to their jobs, social support for victims of radiation.
