Creating territorial clusters: innovative way of regional development

The paper presents the rationale for the relevance of the study of the problem of territorial clusters. At the regional level, clusters are considered as a balanced mechanism for the policy of innovative development of the territory, are a favorable condition for effective cooperation of regional subjects and institutions of science, government and business, the creation of various forms of public-private partnership in the innovation sphere. The essence of the territorial cluster is the unification of the social and economic life of the society. They are different from the usual forms of management, they are an association of disparate enterprises that adhere to a single chain of values. Following the strategy allows us to develop joint competitive advantages, as well as to strengthen all participants in the region's economy.
