The article gives a theoretical and methodological background for network educational program design and implementation as a tool for the solution of some problems in the personnel training system in the Russian Federation. The regulations of the professional education conception that is market oriented are stated at the theoretical level. The intersectoral integration of industry, science and education is presented as the condition for successful network educational program design and implementation.
