В статье рассматривается актуальный для России опыт реформ, проведенных в Велико- британии, Германии, Франции и Скандинавии в связи с децентрализацией государственного управления. Автор доказывает, что пределы де- централизации в государствах Западной Евро- пы обусловлены спецификой центр-локальных отношений и потенциалом местного самоу- правления.
