The presented research focuses on substantiating the choice of priority sectors of socio-economic development and the growth of small and medium-sized enterprises in the region. The relevance of the study is determined by the need to move from a qualitative description of regional conditions to a quantifiable assessment of the factors of development of small and medium-sized businesses. The use of expert methods makes it possible to identify key factors, determine the degree of their influence and justify the development of priority SME sectors in the medium term
