Competition of Russian economic journals in the world market

The paper considers the next stage of formation of the Russian market of economic journals, which is characterized by its clear division into two segments - external and internal. The external segment contains publications included in the international databases Scopus and Web of Science (WoS), the internal segment covers publications that are not included in these databases. To reflect the changes that have occurred in the market, we upgrade the methodology for compiling the Rating of Russia’s Leading Economic Journals (RLEJ). The innovations affect the subsystem of expert assessment of publications included in the external segment, taking into account the differentiation of Scopus and WoS databases on quartiles, as well as the subsystem of market representation, taking into account the availability of Russian and English versions of journals. We provide the results of the fifth wave of RLEJ rating in the form of a Diamond List (top 13 journals) and a List of Journals of the Second Tier, consisting of 12 titles. We analyze the reshuffling of journals in comparison with previous years; we show that Russia already has 19 economic publications with international certification, of which eight publications have double certification (both Scopus and WoS). We consider several stylized examples of success and failure of journals; this allows us to determine the outlines of a general model for development of publications of the international level. In particular, we review the work of the heads of journals “at the top” - as drivers of their development through establishing external relations and finding financial resources, and their work “at the bottom” - as organizers of local scientific communities and exclusive intermediaries between authors and professional translators. Certain changes are pointed out in the employment relationship with highly qualified translators; now they are characterized by greater flexibility compared to the previous period. We also consider medium- and long-term implications of the emergence of two market segments of Russian economic journals.

Nowadays the management of resources allocated to science depends directly on the availability of information about the state of scientific research in the country and abroad. Due to the increasing number of research projects that receive public funding and that are carried out with the support from various funds, special importance is attached to the issue concerning the analysis and comprehensive evaluation of scientific research performance and the choice of the most promising research topics. The article substantiates the necessity to develop a national information and analytical system of citation, which should become part of the system to assess the effectiveness and performance of Russian scientists and scientific organizations. Economic journal in Russia: quality assessment issues

The paper attempts to assess economic journals included in the List of peer-reviewed scientific journals and editions that are authorized to publish the principal research findings of doctoral (candidate's) dissertations (the VAK List, it was established by the Decision of the Ministry of Education and Science of the Russian Federation and entered into force on December 01, 2016). The general assessment of the journals that include more than 380 titles is carried out by analyzing their bibliometric indicators in the system of the Russian Science Citation Index, in particular, by examining the values of their impact factors. The analysis conducted at the Institute of Socio-economic Development of Territories of RAS shows that a relatively small number of economic journals publish a significant proportion of articles that obtain a large share of citations. International landscape of the market of Russian economic journals

The paper considers a new stage in the formation of the Russian market of economic journals, the stage at which an increasing number of them are accepted for coverage in international databases such as Scopus and Web of Science. In order to make an adequate assessment of the qualitative changes that have occurred in the market, we propose to introduce significant adjustments to the methodology for compiling the academic Rating of leading Russian economic journals. The adjustments affect both the subsystem of scientometric indicators where it takes into account the potential of high citations, and the subsystem of expert evaluation where it takes into account the publication's inclusion in the databases Scopus and Web of Science (WoS). We provide the results of the 4th wave of the Rating of leading Russian economic journals presented in the form of the Diamond List and the List of the second tier of journals. We analyze the shifts in the positions of the journals in comparison with previous years; we show that Russia already has 15 economic publications with international certification, among which five publications have double certification (both Scopus and WoS)...

In rapidly and chaotically developing globalization processes, which are observed in recent years, the media have become increasingly important as factors influencing social consciousness. Opportunities for the consolidation of rating products in the internet environment

The article reveals the experience of a project on consolidation of rating products within the single portal with related services for users. We describe the ideology of an open Internet platform, its structure and navigation, and specially designed analytical tools. We focus on the developed and tested trust index in relation to all the ratings on the website, which helps approach a possible solution to the problem of rating verification. We point out the fact that the proposed analytical verification tools are vulnerable to manipulation that is manifested in users' hostile attacks on selective ratings by giving the ratings deliberately low trust scores. The paper shows the relevance of the portal designed, which is manifested not only in the number of views of its content, but also in the public reaction to various ratings of both individuals and organizations. Promotion of a scientific journal in international information environment: problems and solutions

Currently, scientists have to cope with the tasks of integration into the global scientific community. These tasks require not only specific measures aimed at improving the quality and efficiency of scientific research, but also significant efforts to create a system of Russian scientific journals of international level. The article summarizes the experience of development of the scientific journal “Economic and Social Changes: Facts, Trends, Forecast” issued by the Institute of Socio-Economic Development of Territories of Russian Academy of Science. The author identifies significant competitive advantages of the title, which include the English version of the Journal and open access to the Journal's full-text materials, which allows it to widen its readership, to provide a publishing opportunity for writers of the world level, and to raise the level of citation. Publishing activity of RAS economic institutes amid new challenges of science policy

New challenges of science policy in Russia have determined a number of objectives which require scientific institutions to implement specific solutions aimed at improving research quality and efficiency. Since the evaluation of research results requires the use of different metrics, including bibliometrics, the main issue lies in the choice of indicators which can be used to conduct multi-analysis. The aim of this study is to implement the holistic approach to bibliometric assessment of scientific institutions and to analyze the performance of academic activity of economic institutions on the basis of the proposed criteria. Ranking of scholarly journals of economic institutes of the Russian Academy of Sciences

The paper presents the results of comparative ranking of the journals in economics and related disciplines issued by economic institutes of the Russian Academy of Sciences. The ranking is based on the analysis of the bibliometric data of the Russian Science Citation Index. The author substantiated the composition of indicators that, in the author’s opinion, provide the most objective approach to evaluating the importance of the title in the scientific community, are the most transparent and make it easy to verify the results obtained. The ranking is based on an integral index calculated by the method of multidimensional comparative analysis. The index was calculated with the use of standardized coefficients, by normalizing the bibliometric indicators relative to the maximum values of the indicators under comparison. The data thus obtained helped distinguish the core consisting of ten leading journals in economics and related disciplines among those published by economic institutes of the Russian Academy of Sciences. These journals include publications with significant citation metrics and a wide range of contributors and readers. The degree of correlation between the final list and other rankings of economics journals proves that the composition of criteria proposed by the author and the method of aggregation makes it possible to obtain sufficiently accurate data suitable for ranking scientific journals.

Determination of strategic directions for development of Russian journals included in the international database Web of Science requires improvement of methods for assessing their level. The article proposes an approach, the essence of which is determined by the use of bibliometric analysis methods for a comprehensive assessment of the state of Russian economic journals, based on the indicators obtained from both international and national citation systems. Our data sources include indices that form the core of Web of Science and the Russian Science Citation Index. We assess the state of 18 Russian economic journals, including the journal Economic and Social Changes: Facts, Trends, Forecast issued by Vologda Research Center of RAS. We summarize the experience of this journal in improving its international visibility. We define the factors that impede the integration of Russian journals into the world scientific and information space and outline strategic tasks that should be addressed so that the journals' position in the international space could be improved. The results obtained can be used by scientific organizations and editors to make decisions on the development of periodicals. The conclusions of our study are important for discussing the problem related to choosing approaches and criteria for evaluating scientific journals.

The impact rating of academic journals in economics: ranking criteria and methodology

The rapid growth of the number of academic journals has brought to the fore the issue of choosing the leading ones among them. In this paper, we summarize current methodological approaches to the evaluation of scientific journals and substantiate the applicability of bibliometric indicators for assessing the impact of publications in the scientific community. The results of comparative assessment of economic journals affiliated with RAS institutions are presented in the form of impact rating based on the analysis of bibliometric data of the Russian Science Citation Index (RSCI) and reflecting the level of impact of publications included in the RSCI. We substantiate the composition of indicators that enable us to make a comprehensive assessment of journals and that are available to be used to verify the results. We prove that the composition of the criteria and the method of their aggregation are suitable for ranking scientific journals; this is confirmed by the fact that the results correlate with the data of other ratings...

In the article, we tried to express our opinion in the framework of aacontroversy that unfolded between the New Zealand researcher John Hattie and his opponents. The dispute concerns the validity of the arguments made by the scientist in his book Visible Learning (2009) on the size of external and internal effects that influence the performance of secondary schools. The subject of discussion in the article is not chosen randomly. Hattie's ideas are widely used in the educational policy of foreign countries (especially Australia), but will they be relevant in the Russian reality? A number of educational innovations borrowed from Western countries do not have unequivocal approval in Russian society (this applies to the final exam in the form of testing, the Bologna system of higher education etc.). In our study, we analyze Hattie's arguments and evaluate their scientific validity. For this purpose, we generalize arguments of the scientist and his opponents (for some reason the criticism by his opponents is not mentioned in the Russian-language literature). Hattie's book offers a scientific approach to the substantiation of indicators that affect school education performance to varying degrees. Among these parameters, a special role belongs to productive activities of teachers aimed at self-education and creating a positive climate in the classroom, whereas the contribution of the amount of professional competences of the teacher in lesson planning and content is clearly undervalued. Such thoughts, not fully accepted by the scientific community, became the basis for further controversy. Our article highlights methodological and cultural approaches to the criticism of “visible learning”. It is found that the arguments of Hattie's opponents relate to different aspects of his research, but are purely theoretical. We calculate the coefficients of variation and carry out a statistical analysis of the estimated model (which has not been done before). Having interpreted the data obtained, we find out the heterogeneity of the sizes of the effects in Hattie's model. On this basis, we make practical conclusions about the methodological and conceptual possibilities of using the New Zealand researcher's approach in the realities of Russian education. The article will be of interest to both educators and all those interested in social policy issues.
