Методика оценки влияния благоприятных условий на развитие малых инновационных предприятий на базе военных учреждениях

В статье рассматриваются вопросы, связанные с механизацией существующих в российской практике методов, позволяющих оценить уровень влияния на благоприятные условия развития малых инновационных предприятий на базе военных институтов, и новый комплексный показатель, который при создании этой базы является общим индексом инноваций. На основе двух факторов, иллюстрирующих только возможности для развития и благоприятные условия, и истинные результаты этой деятельности, предлагаются методы прогнозирования важности каждого элемента с точки зрения его влияния на уровень инновационного развития и, исходя из этого, инноваторам обычно предлагаются подходы к присвоению весовых модулей факторам, используемым в различных методах расчета показателя. В условиях нынешнего финансового кризиса причиной успеха малых предприятий является влияние их новой системы развития и получение более широких возможностей для их функционирования, для обеспечения высокого уровня планирования производственных процессов в небольших компаниях. Автор рассматривает графики корреляции плеяд, которые формируются на основе метода составления перечня условий, влияющих на развитие малых предприятий для малого бизнеса, основанные на военных компаниях, чтобы увидеть, как малые предприятия находятся в переходный период. Таким образом, предложена методика влияния благоприятных условий на развитие малых инновационных предприятий на базе военных учреждениях, обоснован выбор факторов и принцип назначения весовых коэффициентов для них, а также показан вариант развития этой методики. Для получения более полной картины взаимосвязи между благоприятными условиями и развитием малых инновационных предприятий на базе военных учреждениях необходимы дальнейшие исследования.

Methodology for assessing the impact of favorable conditions on the development of small innovative enterprises based on military institutions
The article deals with issues related to the mechanization of methods existing in Russian practice that allow assessing the level of influence on favorable conditions for the development of small innovative enterprises based on military institutions, and a new comprehensive indicator, which, when creating this database, is a general index of innovation. Based on two factors illustrating only opportunities for development and favorable conditions, and the true results of this activity, methods are proposed for predicting the importance of each element in terms of its impact on the level of innovative development, and, based on this, innovators are usually offered approaches to assigning weight modules to factors used in various methods of calculating the indicator. In the conditions of the current financial crisis, the reason for the success of small enterprises is the impact of their new development system and getting more opportunities for their functioning, to ensure a high level of planning of production processes in small companies. The author examines the Pleiades Correlation Graphs, which is formed based on the method of compiling a list of conditions that affect the development of small enterprises for small businesses based on military companies, to see how small enterprises are in transition. Thus, a methodology for the influence of favorable conditions on the development of small innovative enterprises based on military institutions is proposed, the choice of factors and the principle of assigning weight coefficients for them are substantiated, and a variant of the development of this methodology is shown. Further research is needed to obtain a more complete picture of the relationship between enabling environments and the development of small innovative enterprises based in military institutions.
