Администрация Д. Трампа обозначила Китай и Россию «ревизионисткими державами», бросающими вызов американской мощи, влиянию и интересам. Это восприятие отразилось и на латиноамериканской политике США. Однако создать надежный барьер на пути роста иностранного влияния в данном регионе администрации Д. Трампа не удалось. Причины лежат в характерных чертах современной внешней политики США. Ей не достает положительных стимулов и представительности. Вашингтон непроизвольно способствует расширению и укреплению влияния других мировых держав в Латинской Америке. Проблема лежит не только в протекционистской политике администрации Д. Трампа, ее скептическом отношении к международным форматам сотрудничества. Американский истеблишмент продолжает воспринимать Латинскую Америку через призму «доктрины Монро», не стремится использовать свой политический капитал для расширения влияния США в регионе.
