Систематизация подходов к оценке уровня технологического развития АПК

Статья посвящена проблеме оценки уровня технологического развития агропромышленного комплекса. Отсутствие единого подхода и комплексности в оценке уровня технологического развития АПК обуславливает актуальность темы исследования. В статье обобщенно представлены существующие методы и подходы к оценке с точки зрения выделенного объекта оценки и совокупности предлагаемых показателей. Наряду с авторскими методиками (Волковой Е.В., Деруновой Е.А., Носонова А.М. и др.) рассмотрены показатели методических подходов, применяемых при разработке макроэкономических стратегий и прогнозов развития АПК РФ. Отмечено, что в подходах используются абсолютные и относительные показатели, которые позволяют учесть накопленный опыт и результаты текущей деятельности в АПК. Сделан вывод о том, что совокупность показателей оценки должна включать относительные показатели для анализа динамики уровня технологического развития АПК, его сравнения по регионам и странам. Подчеркивается, что уровень технологического развития АПК формируется не только в процессе текущей деятельности в этой отрасли, он опирается на достижения прошлых периодов, становится источником будущих инновационных решений. Поэтому предлагается определять его как функцию от четырех переменных: реализованного технологического потенциала, реализуемого технологического потенциала, нереализованного явного и нереализованного скрытого технологического потенциала. Каждой переменной соответствуют определенные показатели, балльная оценка которых позволит учитывать их в одном результирующем показателе – уровне технологического развития АПК. Предложенный подход позволяет комплексно оценивать технологическое развитие агропромышленного комплекса, выявлять неиспользованные возможности этого развития и разрабатывать направления расширения и реализации имеющегося потенциала.

Systematization of approaches to assessing the level of technological development in the agro-industrial complex
This article is devoted to assessing the level of technological development in the agroindustrial complex. The lack of a unified and comprehensive approach to assessing the level of technological development in the agro-industrial complex determines the relevance of the research topic. The article provides a summary of existing methods and approaches to the assessment in terms of the selected object of assessment and a set of proposed indicators. Along with the author's methods (Volkova E.V., Derunova E.A., Nosonov A.M., et al.), the indicators of methodological approaches applied in the development of macroeconomic strategies and forecasts for the development of the agro-industrial complex of the Russian Federation are considered. It is noted that the approaches use absolute and relative indicators that allow for the consideration of the accumulated experience and results of current activities in the agro-industrial complex. It is concluded that the set of assessment indicators should include relative indicators for analyzing the dynamics of the level of technological development in the agro-industrial complex, its comparison across regions and countries. It is emphasized that the level of technological development in the agro-industrial complex is formed not only through current activities in this industry; it is based on the achievements of past periods and becomes a source of future innovative solutions. Therefore, it is proposed to define it as a function of four variables: realized technological potential, realizing technological potential, unrealized explicit technological potential, and unrealized latent technological potential. Each variable corresponds to specific indicators, the scoring of which will allow them to be factored into a single resulting indicator—the level of technological development in the agro-industrial complex. The proposed approach allows for a comprehensive assessment of the technological development of the agro-industrial complex, identifying untapped opportunities for this development, and developing areas for expansion and realization of existing potential.
