External and internal barriers of development of digital technologies in the housing and utility economy

The article examines the factors that impede the use of digital technologies in the housing and utilities sector. All barriers are conditionally divided into two large blocks: external barriers to the company and internal barriers. Produced detailing and ranking of internal and external barriers. Based on the results of the study, the main barriers to the digitalization of housing and public utilities, internal barriers associated with resource constraints and the human factor are identified. Research problems are posed: acceptable mechanisms for financing the replacement of household metering and consumption devices at the household level.
