Forming of the regional institutions of spatial development of the Russian Federation

This paper reviews the ability and willingness of regions and municipalities to upgrade spatial development using a systemic approach to the selection of programme-project priorities and institutions of market development. The potential of individual factors and institutions in the areas of systemic modernization of regions and territories is reviewed; the need for programme-project upgrade of the federal structure of the Russian Federation is substantiated. New institutions of regional development - self-development of the regions and municipalities, the formation of business area, program-project planning, spatial development etc. are proposed.

Russia’s accession to the World Trade Organization has serious risks for the economy of the Republic of Belarus. This will affect such sectors of the Belarusian economy dominating in exports to Russia as agriculture, machine-building, chemical industry. Therefore, it is necessary to carry out a detailed analysis of the rules and regulations that exist in the economy in the nearest future. For this purpose, the methods of harmonization and unification of external economic relations between Belarus and Russia have been developed. The practical application of the developed methods will reveal the non-compliance of them with WTO law enforcement practice, which will give an opportunity to take immediate action to minimize losses in this sphere because of Russia’s accession to WTO.

During the years of market transformation Russia witnessed significant reduction in the share of science-intensive sector in the national and regional economy (there has been a decrease in the demand for the results of RD the real wages of researchers declined; the value of professional research activity decreased in the eyes of the public; the inflow of young people in science reduced as well). Overcoming these negative trends requires new approaches to the formation of the country's research potential. The integration of education and science is the most important of these approaches. The article covers the experience in this area, gained at the Institute of Socio-Economic Development of Territories of RAS through the establishment and organization of the work of the Research and Education Centre (REC) for Economics and Information Technologies, which has been functioning for ten years already. The article deals with the spectrum of the economic questions which concern the effective utilization of the Murmansk Oblast’s industrial potential in the development of the shelf deposits. The article shows a comprehensive analysis of the industrial complex and an objective appraisal of the conditions for the oil and gas industry development in the Murmansk Oblast. The authors have pointed out the formation of organizational and economic mechanisms for utilization of the regional enterprises’ industrial potential in the development of the oil and gas projects as well as other large industrial projects in the Murmansk Oblast.

This article is devoted to the studies in the sphere of introducing innovation factors into the country’s economic security management system. According to the research, innovation factors and economic security of the country are determined by its scientific and technological potential. The article reveals the essence of introducing innovation priorities in the Republic of Azerbaijan and describes two main categories of innovations. It also studies possible results of the state innovation policy in ensuring the country’s economic security. Besides, it presents the scheme of innovation revival of the country’s industrial potential, providing the enhancement of economic security.

The article proposes a new vision of modern economics, which is called integrative economics. It is regarded as the economics of coordinated and socially oriented development. The article substantiates the concept of “integrity” as the compromise participation of various structures in the creation of a coordinated product. The principles and structural elements of integrative economics are disclosed here. The article proves that integrative economics is aimed at ensuring promising future, oriented toward the development of a human personality.

Investment and trade attractiveness as the factors in economic development of the regions

The article discusses performance indicators of trade and investment attractiveness of the regions that comprise the Siberian Federal District; it also considers the consequences of the 2008 global financial crisis and the emerging trends of economic development. Investment attractiveness of the territory is defined by a set of its socio-economic development indicators. The level of investment attractiveness is the most important condition for investment activities and it promotes the quality of life. The authors identify a number of factors that determine the level of infrastructure development and the formation of favorable business climate in the business environment. The article provides a detailed analysis of the growth rates and the volume of investment in fixed capital, which are the main evaluation indicators of investment attractiveness. The attraction of investment contributes to the development of trade relations, services and social sphere. The analysis of trade attractiveness makes it possible to rank the regions of the Siberian Federal District according to the indices of trade attractiveness, which will enable to use available resources most efficiently under the conditions of tough competition and to consider projects that enhance the attractiveness of business entities.

Management of the implementation of strategic documents of territorial development

The article deals with the application of stakeholder management concept in the territorial subsystems functioning and development management on the subregional level in order to ensure the balance of interests between the major territorial subjects. The notion of a subregion and its stakeholders is specified, their main groups are defined. The article describes the organizational-role management mechanism of strategic documents implementation which enables interfunctional and informational interaction between the main stakeholders of a subregion and determines their project roles and functions.

The article studies the theoretical and practical aspects of the management of the region’s economy on the basis of interaction between the authorities and business structures. The authors prove that partnership is an optimal form of such interaction under the conditions of chronic budget deficit. Partnership facilitates the achievement of strategic goals of the territory’s development and structural adjustment of domestic economy; it also enhances the interest of the parties in achieving successful results of cooperation, and helps attract innovation technology and significant extra-budgetary investments in the economy. In addition, as world experience shows, public-private partnership is an effective tool to remove infrastructure constraints to economic growth, to improve the availability and quality of public services. The article shows that at present the development of partnership between the government and business is hindered by a number of organizational, legal and financial-economic problems and barriers. The authors identify priority directions for regional public policy and propose several measures to use the available potential of cooperation for dealing with territorial development issues.

Measuring the dynamics of agglomerative processes in the regional economy

The article deals with an approach to studying agglomerations’ socio-economic characteristics on the basis of criterial indicators system. The regional agglomerative process has been measured by calculating numerical scores and generalized estimates according to 16 indicators that correspond to the criteria of agglomerative development. The calculations are based on the statistical data of the Federal State Statistics Service. Calculated estimates allow to measure the dynamics of regional agglomerative process, fix recession and growth periods, understand the specifics of this process in every region and manage it. It becomes possible to obtain information not only about the quantitative but qualitative changes in the regional agglomerative process: one can see the areas of region’s lagging or leading and use this information in developing regional policy, strategic planning and management.

This paper summarizes the approaches to the definition of the category “economic modernization” and identifies its common and specific characteristics. The basic strategies of modernization and development of innovative processes are considered, the classification of economic modernization depending on a way of its realization and character of plant renewal is presented in this paper. The necessity of the Russian economy modernization is also proved, the purpose, problems and priority ways of its carrying out are formulated. It is argued that Russia needs new industrialization (with the active and coordinated participation of government, business, science and society) with creating competitive industry producing the required products for the country.

National economic interests of Russia in modern geopolitical conditions

The article considers national economic interests that form the basis of national security (food, raw materials, finance, infrastructure including transport) and set the priorities for the development of econo mic sectors (industr y, scientific and technological development, entrepreneurship, social sector and innovation development). The authors carry out brief analysis for each type of national economic interests and find out how they are reflected in the national documents on socio-economic development and in international documents on economic cooperation with Russia's participation. These interests in the national aspect are reflected in the Concept for long-term socio-economic development, and in the strategies and state programs for development of economic sectors. As for the international economic aspect, the authors consider Russia's contracts with individual countries on trade and/or cooperation, the Agreement on the Eurasian Economic Union, the Declaration and agreements of the BRICS countries, the Program for Trade and Economic cooperation between the SCO countries, and international standards relating to socio-economic ratings and indexes...

New check points of the region's foreign trade

The article considers the problems of the Russian regions’ foreign trade activity, which complicate qualitative transformations in the foreign commerce, are. In many respects these problems are caused by imperfection of the existing mechanism of state regulation. The necessity and the features of the foreign commerce’s regulation in a federative state are shown. The conceptual bases of the mechanism of the foreign commerce regulation at the regional level, which will promote a more full realization of the foreign commerce potential of a territory and transformation of the foreign commerce relations into the effective factor of the regional development, are formulated. The key directions of the foreign commerce policy of a region for the immediate prospects, which realization will allow diversifying export structure and expanding its geography, are proved. The means of regulating influence assisting to the activity’s coordination between the federal and the regional authorities, and to a region’s integration into the world economy’s space are argued. The opportunities of the mentioned means’ use in the Vologda Area are estimated.

On the issue of socio-economic modernization of Russian regions

According to the author, if modernization is carried out without a thorough consideration of the country's social and territorial peculiarities, it can lead to the uneven distribution of “modernization” effects resulting in even greater imbalances of territorial development as compared to already existing ones. Long-term strategies and development plans, aimed at the socio-economic system modernization, should be based on the available potential of the regions. The notion of “socio-economic potential of modernization” is introduced, which includes not only a set of resources, but also qualitative characteristics of the regional systems. Socio-economic modernization is a set of interrelated directions, including the industrial policy activities, development of scientific-technical and innovation potential, improvement of social infrastructure, etc.
