Assessment of the economic efficiency of scientific-technical progress in dairy cattle breeding

The article evaluates the economic efficiency of scientific-technical progress (STP) in dairy cattle breeding. A set of indicators for estimating the economic efficiency of milk production is described. The system of network planning and management on the basis of network graphs is used for scientific substantiation of the efficient milk production model. In order to ensure the comparability of production system elements, it is proposed to use the unified energy indicators to determine the ratio of energy contained in the manufactured products to the amount of energy spent on their production. The article provides the algorithm and results of economic and energy analysis of cow housing types efficiency on the reconstructed dairy farms in the Vologda Oblast.

The article describes the essence, peculiarities and methodological basis of information and advisory support of the agricultural sector's stability management. The principles and forms of information and advisory support organization are revealed. The experience of providing advisory services to agriculture in pre-revolutionary Russia and abroad is generalized. The article reveals the regional peculiarities of advisory service formation in the agrarian sector of the Republic of Komi. The main trends of information and advisory support of the region's sustainable agricultural development are studied. The practical recommendations concerning the innovative solutions implementation with the help of the advisory service are given in the article. It also describes the system of advisory support of organizations which includes the republican information and advisory centre (IAC), interregional information and advisory centres, which have close cooperation with the Federal information and advisory service.

In the previous issue of our journal there was published an article by Jacques Sapir, the director of the Center of economic development models research of the School for Advanced Studies in the Social Sciences (Paris, France), with which he spoke at the permanent Russian-French Seminar on Monetary and Financial Problems of the Russian economy, held in Vologda in April 2010. The next meeting of the seminar held in June 2010 in Paris. The French part of the seminar participants, as before, was led by Jacques Sapir. The Russian team members worked under the guidance of Academician V.V. Ivanter, the Director of the Institute of Economic Forecasting of RAS. The abridged transcript of V.V. Ivanter’s speech at the opening and closing sessions of the seminar is published below. Are more low published, with V.V. Ivanters consent, with small reductions of the shorthand report of its performances at opening of a seminar and at final session.

The authors present additional data about the imbalances in the budgetary system of the North-West Federal District of the RF. They make proposals, realization of which will make it possible to increase revenues of regional budgets, to optimize their costs, to raise the influence of regional budgets on innovation development of territories.

One of the problematic issues of strengthening the positions of the small-scale and medium-scale entrepreneurship with the purpose of the regional socio-economic systems’ development is the issue of their support and stimulation. The work evaluates the contribution of the small-scale and medium-scale business into the socio-economic processes in the region under the realization of the state support measures. One of the variants for the problem’s solution is the legislation improvement in the fields of taxation and infrastructure support to entrepreneurship. The information base is taken from the Federal statistic service’s statistical data. Statistical and economic analysis’ methods are used for the results’ substantiation.
