Creative tourism in the Arctic regions of the Russian Federation

The article explores the prospects for developing creative tourism in the Arctic regions of the Russian Federation, highlighting its role in sustainable socio- economic development. The authors analyze unique tourist practices related to ethno- cultural heritage, nature features, and innovative approaches, emphasizing the integration of creative industries, folk and digital platforms to create new niches for local communities. The authors in the study underscores the importance of creative tourism in preserving landscape of the Arctic. The methodology combines socio- cultural and economic approaches, ingenious methodology focusing on sustainable development principles, participatory interaction, and the theory of social exchange. The authors reveal the key findings including the significant potential of creative tourism in regions like Murmansk and the Republic of Karelia, while other areas, such as Chukotka, show lower levels of development. The authors provide recommendations for infrastructure development, digitalization and support for local communities to enhance creative tourism. It concludes thar creative tourism can diversify the regional economy, improve living standards and contribute to sustainable development in the Arctic region. The research is valuable for policymakers, tourism stakeholders and academics interested in the intersection of tourism, culture and economic development in Russian Arctic regions.

Статья исследует перспективы развития креативного туризма в арктических регионах Российской Федерации, подчеркивая его роль в устойчивом социальноэкономическом развитии. Авторы статьи анализируют уникальные туристические практики, связанные с этнокультурным наследием, природными особенностями и инновационными подходами, с акцентом на интеграцию креативных индустрий, народного ремесла и цифровых платформ для создания ниш для локальных сообществ. Исследование подчеркивает важность креативного туризма в сохранении культурного наследия, развитии экономики в арктических поселениях и продвижении уникального культурного ландшафта Арктики. Методология исследования сочетает социокультурные и экономические подходы, фокусируясь на принципах устойчивого развития, партисипаторного взаимодействия, теории социального обмена и теории ingeniousmethodology коренного населения. Авторы делают выводы, что есть значительный потенциал креативного туризма в таких регионах, как Мурманск, Республика Карелия, в то время как другие арктические районы, такие как Чукотка, демонстрируют более низкий уровень развития креативного туризма. Авторы статьи разработали рекомендации по развитию инфраструктуры, цифровизации и поддержки местных сообществ для полного использования потенциала креативного туризма. Основные выводы статьи следующие: креативный туризм диверсифицирует региональную экономику, повышает уровень жизни населения, способствует развитию арктических регионов Российской Федерации. Исследование представляет интерес для органов государственной власти в регионах, участников туристического бизнеса, исследователей, интересующихся вопросами креативных индустрий в арктических регионах.

Introduction
The Arctic occupies a special place in the strategic development of the Russian Federation, which is confirmed by a number of key strategic documents, such as the The Artic Development Strategy, the National Programs for the Development of the Fast and the Spatial Development strategy, along with other key documents, outline priority strategic goals. These include the development of natural resources, the enhancement of transport infrastructure, the improvement of the population’s growth opportunities in the Artic and the Russian Far East. Assessing the creative potential in the Arctic is crucial for understanding and advancing regional economic development[1].
There regions are rich in natural resources, cultural heritage, and unique environmental features, making them a focal point for economic, social, and environmental sustainability [10]. However, the Arctic faces significant challenges, including harsh climatic conditions, limited infrastructure and the need to balance economic growth with environmental preservation and cultural integrity. Creative tourism has emerged as a promising solution to address these challenges. By integrating cultural heritage, innovative practices, and digital technologies. Creative tourism offers a pathway to diversify the regional economy, improve living standards and foster sustainable development. This form of tourism not only attracts visitors but also engages local communities [8], preserves cultural traditions and promotes the unique identity of the Arctic regions. The relevance of this study lies in the growing recognition of creative tourism as a driver of socio-economic development in remote and culturally rich regions. However, the potential of creative tourism in the Arctic remains largely untapped due to inadequate infrastructure, limited devitalization, and insufficient support for local communities. This research aims to bridge this gap by analyzing the current state of creative tourism in the Arctic regions, identifying key challenges and proposing recommendations for its development. The objective of this study is to explore to prospects for developing creative tourism in the Arctic regions of the Russian
Federation, emphasizing its role in sustainable socio-economic development by examining unique tourism practices, ethno-cultural heritage.
Materials and methods
We rely on the understanding that creative tourism is a form of tourism based on the active participation of the subject in joint and culturally determined practices, including creation, co-creation, training with local communities through authentic interaction and mutual exchange of knowledge, skills and cultural values [15;16]. Tourists become both consumers and participants in cultural processes, whereas local communities - active subjects of development, which ensures a balance between economic feasibility and socio-cultural responsibility [7;9]. The research methodology is based on an integrative socio-cultural and economic approach [22], that affects regional development, based on the principles of sustainable development (the trinity of economy, ecology and society at the micro, macro and global levels), participatory interaction [16], the concept of economic and cultural integration and the theory of social exchange (mutual benefit of tourists and community) [1], the methodology for assessing the impact of social return on investment (SPOI).
The information base included the study of data obtained from various official sources, includingthe websites of state and regional authorities. The information base also included surveys and reports on the results of research on the subject under consideration by scientific organizations and institutes for the period from 2020 to 2024.
