Качество системы партий как индикатор состояния гражданского общества в современных западных странах

В статье дается определения понятиям «гражданское общество», «система партий» и их соотношение с государством. Автор применил понятие «качество» к характеристике систем партий, в основных государствах являющихся оплотом Западного мира: Великобритании, США, ФРГ и Франции. Проанализировав структуру и отношения с населением ведущих партий составляющих систему партий в этих странах, был сделан вывод о том, что в них роль элементов Гражданского общества существенно снижается. Качество систем партий в ФРГ частично соответствует, а в Великобритании, США и Франции не соответствует её социальным функциям в государствах. Автор делает вывод о том, что демократические режимы в основных государствах Западного мира постепенно вырождаются в авторитарные.

The quality of the party system as an indicator of the state of civil society in modern Western countries
The article defines the concepts of «civil society», «party system» and their relationship with the state. The author applied the concept of «quality» to characterize party systems in the main states that are the stronghold of the Western world: Great Britain, the USA, Germany and France. Having analyzed the structure and relations with the population of the leading parties that make up the party system in these countries, it was concluded that the role of elements of Civil Society in them is significantly reduced. The quality of party systems in Germany partially corresponds, but in Great Britain, the USA and France does not correspond to its social functions in the states. The author concludes that democratic regimes in the main states of the Western world are gradually degenerating into authoritarian ones.
