В статье рассмотрен процесс становления советской пожарной охраны и его правовое регулирование при помощи Декрета от 17.04.1918. Проанализированы основные Положения этого значимого документа, исследована трансформация самого органа в страховой отдел ВСНХ, а затем в структуру НКВД. Исследована структура Пожарного Совета и особенности его формирования. Осуществлено сравнение функций губернских и областных, уездных и городских пожарных комитетов. Сделан вывод о долговечности существования Декрета до принятия ФЗ 1994 г.

Legal regulation, formation and development of the Soviet fire protection
The article examines the process of formation of the Soviet fire protection and its legal regulation with the help of the Decree of 17.04.1918. The main provisions of this significant document are analyzed, the transformation of the body itself into the insurance department of the Supreme Economic Council, and then into the structure of the NKVD is investigated. The structure of the Fire Council and the specifics of its formation are investigated. A comparison of the functions of provincial and regional, county and city fire committees was carried out. The conclusion is made about the longevity of the Decree before the adoption of the 1994 Federal Law.
