Страны - европейские лидеры в области непрерывного образования

в течение почти двух десятилетий Европейский союз претворяет в жизнь стратегию непрерывного образования, начало которой было положено подписанием Меморандума о непрерывном образовании в 2002 г. В статье анализируются результаты, достигнутые за это время лидерами в области образования длиною в жизнь. Это, в первую очередь, Дания, затем следует Финляндия, на третьем месте − Франция, четвертое место занимает Швеция, и, наконец, Нидерланды замыкают пятерку лидеров. Базой для анализа стали документы Европейской комиссии, взятые из открытых источников Интернета, таких как «Евро-пейский показатель непрерывного образования», аналитических докладов под названием «Панорама»; исследований под названием «Сопровождение развития политики непрерывного образования», сайта «Евростат», где ежегодно размещается статистическая информация, доклада «Анализ внедрения стратегий европейской кооперации в образовании и повышении квалификации − данные по странам». В статье показана специфика организации непрерывного образования в европейских странах, являющихся в настоящее время лидерами в этой области, и проблемы, встающие перед ними на пути реализации стратегии обучения для всех категорий населения. Сведения и выводы, предлагаемые автором, представляют интерес для исследователей и менеджеров непрерывного образования, в также специалистов в области сравнительной педагогики.

European leaders in lifelong learning
the article focuses on the problems of lifelong learning in European countries. On the basis of the open Internet resources the lifelong learning development in the top five European countries is analyzed. They are: Denmark, Finland, Sweden, France, and the Netherlands. The unique way for every country of realizing the common European strategy in the field of lifelong learning is described. The problems faced by every country are discussed. Despite of common educational strategies for all countries, there are unique features for every participant of European Lifelong learning. For example, Denmark has pursued efforts to improve the quality of its education system; Finland’s education system performs well in terms of both the quantitative targets and the quality of educational outcomes. France faces two major problems − school failure and low adult participation in lifelong learning. The Netherlands has strengthened the implementation of its lifelong learning strategy by setting up new structures ensuring inter- and intra-governmental coordination. The information and conclusions proposed by the author are of interest to researchers and managers of continuing education, as well as specialists in the field of comparative pedagogy.
