Currently the most significant state mission is an innovative development of Russian aerospace industry as the foundation for a new economic paradigm based on high technologies. Realising the mission is possible if highly-qualified personnel are available, and they are ready for innovative transformations in the industry, that requires to apply new or significantly advanced methodologies in training university graduates to be the major part of the personnel at the enterprises of aerospace industry. Researchers in the field of theory and methodology of professional education propose different solutions for personnel training and employment issue, one of them is connected with the paradigm of competence approach. The authors’ analysis of domestic and foreign publications demonstrates that there is not enough focused research in the field of competence approach potential application to organise proficient students’ training. This results in the necessity to develop new teaching technologies meeting modern requirements to the level of graduates’ competence. The goal of the research is to identify organizational educational conditions of applying competence approach technologies to improve the quality of training graduates whose majors are “Innovation technologies” and “Control systems of flying vehicles”, while they are doing academic assignments in cooperation. To specify the rational conditions and spheres of cooperation we have analysed the requirements of Federal state educational standards of high education for bachelor training whose major is 222000 “Innovation technologies” and specialists in major of 161101 “Control systems of flying vehicles”. We have compared the main characteristics in professional activity according to the graduates’ training programmes: the spheres, objects, and types of professional activity, job assignments as well as the requirements to the graduates demonstrated by the set of common cultural and professional competences. We have indicated their similarities and differences. According to the obtained results of the comparative analysis and the competence approach we consider the possibility to train students of “Innovation technologies” together with technical students applying interdisciplinary, inter-field specific education interaction. We prove the necessity to develop the interaction to increase the quality of teaching common cultural and professional competences to the students. We show the results of practical using the proposed approach on the example of training students with majors at the departments “Organisation and Management of High-Technology Enterprises” and “Systems of Automatic Control”.

The article investigates the essence and the priority of economy reindustrialization in Siberia taking into accounts the needs and characteristics of the innovation development of raw materials regions. The issue of developing the theoretical approaches to the formation of innovative regional development strategy is in the foreground, taking into account technological modernization priorities in Siberia. The aim of the given work is to determine the role of the rocket and space industry in the sectoral structure of Siberian regions as an essential component of the military-industrial complex (MIC) that is traditionally prioritized and has the potential for industrial growth to diversify the economy. We have analyzed the major milestones, the role and the problems of the defense industry in the USSR and the situation in modern Russia. Moreover, we have defined the role of the rocket and space industry in the MIC structure and engineering in the domestic economy, highlighted problems and development targets. Methodological basis of research and preparation of this work involves the fundamental researches of Russian and foreign scientists in the field of regional economy, innovation development and economic theory. The article gives the analysis of the reindustrialization experience in Japan and in other countries. It presents the definition of innovative development and innovation in the context of the key role of technological core of the regional systems development. Besides, the work describes the essence and direction of the economy diversification in the reindustrialization process of Siberia and a number of important aspects and problems of smoothing intraregional social and economic differences with diversification opportunities. The article presents the investment indices in technological innovation and modernization initiatives in major industries of Krasnoyarsk region, as well as the comparative evaluation with other regions of the Siberian Federal District (SFD). The analysis defines the role of the defense industry sectors in the innovative economy development of Siberia and their influence on the processes of new industrialization in other branches. In addition our task was to determine the priorities and challenges of innovative development and the economy diversification in Siberia, the main directions of the administration activities. That allows to solve the problems of regional innovative development and the industry modernization.

The article is devoted to the problem of state support for innovative activities in the region. The authors considered the direct and indirect methods of the state support for the innovative activities at the regional level and their implemen- tation. The article identifies the background of the state innovation policy and the direction of their manifestations - social and financial. The authors conduct the assessment of innovative development of Krasnoyarsk region, the main causes of low innovative activities and underdevelopment of the innovation sector in Krasnoyarsk region and define measures of state support to enterprises and organizations of the regional state administration. The article represents the analysis of the structure of budget expenditures of Krasnoyarsk region, aimed at the state support of the innovative activity in 2016. The work emphasizes on the project implementation of children’s Technopark, implemented in the framework of the Federal target program of education development for 2016-2020 and focused on priority directions of technological development of Krasnoyarsk region, taking into account the implementation in the region of the National Technology Initiative (NTI). The authors noted that to solve the problem of qualified personnel training in Krasnoyarsk region Flagship University was created, which is the basis for technology entrepreneurs aimed at creating shots for advanced technologies. At the conclusion of the study, the authors draw attention to the deterrent factors of innovative develop- ment of enterprises in Krasnoyarsk region and concluded that to ensure the competitiveness and efficiency of the regional economy it is necessary to develop the mechanism of interaction of state regulation of innovation activities at both the regional and Federal levels.

The article examines the need for a methodology to monitoring the situation in the process of updating the fixed assets of enterprises of the space industry, given the variety of forms of improvement of technical characteristics of production capacity and sources of funding. Developed methodology of accounting for and monitoring of the process of updating the fixed assets of enterprises of the space industry, allowing to evaluate the process and to obtain operational information to support management decisions in terms of updates to organize and monitoring their impact on the development of the situation. The proposed method of accounting and monitoring is a cyclical implementation procedures of the accounting process and direct the collection and processing of information about the presence of unacceptable deviations from the planned renovation of fixed assets. Reviewed the content and features of each of the stages of the methods of accounting and analysis of renovation of fixed assets, the implementation of which allows to systematically create an information base for selection and justification of managerial decisions on the issue of renovation of fixed assets. This information system will be useful for large-scale, and operational management decisions.

Prospects for creating an aerospace cluster in the east of Russia

The article considers the issue of creating a new Russian aerospace centre in Zabaykalsky region with the participa- tion of the state corporations Roscosmos and Rostec and involving Zabaykalsky region military-industrial complex plants in this process. It is stated in the article that the worsening of the socio-economic situation in Zabaykalsky region is caused by liquidating Zabaykalsky military command region which has resulted in the state defense order being reduced and has counted against machine-building plants of the military-industrial complex. All of this has also resulted in many highly qualified specialists and their families leaving Zabaykalsky region. A proposal to create a new aerospace industry centre in Zabaykalsky region has been made. Creating such a centre will do well to socio-economic development of Zabaykalsky region, because of the centre's becoming part of the aero- space cluster, forming around Vostochny cosmodrome, as well as because of using the advantages of placing aerospace machine plants and aerospace equipment plants in Zabaykalsky region instead of using those ones located in the Euro- pean part of Russia. This will allow the creation of one territory industrial complex of Siberian Region and the Far East Region by organising production aimed at meeting the requirements of Vostochny cosmodrome, as well as Eastern Siberia and the Far East aircraft plants, and exporting goods which are in demand in the countries of the Asia-Pacific region. A conclusion is drawn that creating a new aerospace industry centre aimed at producing high-technology products which are in high demand in Russia and the countries of the Asia-Pacific region, will contribute to economic, industrial and intellectual development of Zabaykalsky region, and will also improve the economy of Siberian Federal District and the Far Eastern Federal District.

Simulation of the cost of residential property in Krasnoyarsk for 2013-2014

Data on the cost of secondary residential real estate in the city of Krasnoyarsk for the years 2013 and 2014 was collected and analysed. The number of objects in 2013-4031 items, in 2014-1037 items. Each flat is characterised by 13 parameters: number of rooms, layout, residential district, floor, total number of floors in the building, material of the walls, telephone, total useful floor area, living space, kitchen area, WC-and-bathroom unit, kitchen stove, availability of a balcony or stanza. On the basis of ordinary least squares (OLS) an adequate linear model of the cost of a flat for the years 2013 and 2014 was created. Their own significant factors were found for the models of each year. Also separate models for flats in Oktyabrsk and Sverdlovsk districts of the city of Krasnoyarsk for the year 2014 were created. It was examined how the influence of general factors on price formation changed. The number of rooms factor started to have a smaller effect on the price of residential real estate. The negative coefficient on this parameter increased by 1.5 times. Layout also started to have a smaller effect on the price. The negative coefficient increased by 2 times. Residential district: the negative coefficient on this parameter has become smaller which indicates that the location of the flat in the city has started to have a larger effect on the price. Total useful floor area: the effect of this factor did not change. Living space: a change in this factor’s coefficient turned out to be the most prominent because it increased by almost 5 times. From the analysis of models of the price of flats in Oktyabrks district one of important factors is availability of a balcony or stanza. For flats in Sverdlovsk district important factors are material of the walls of the building and availability of a telephone. These facts can be explained by the specific characteristics of these districts. When analysing residuals of the obtained linear models heteroscedasticity of the residuals can be seen; it was shown by Goldfeld-Kvant, White and Glazer tests. With the help of generalised least squares (GLS) on the basis of the linear model new models with homoscedastic residuals were created. The created models adequately describe experimental data.

Social and economic policy of Krasnoyarsk territory as a region of innovative development

The paper presents the relevance of regional planning. It proves that the innovative way of regional economy devel- opment is the most effective at the present stage. Each region follows its own way of innovative development and each one has its own peculiar characteristics. Krasnoyarsk Territory is one of the regions of innovative development, which is proved by various researchers and independent research agencies classifying the regions of Russia on different grounds. Thus, the region with the focus on innovative economic development requires a special social and economic policy, consisting of two aspects - social and economic. Social policy should reproduce human capital as the main fac- tor in the social and economic development of the region. Human capital, in turn, is formed from three interconnected components: reproduction of human resources (demographic policy), their formation and focus vector (employment policy on the labor market) and development of human resources or transformation of human capital into human poten- tial (education policy). For each of the three specified directions, particular recommendations are given within the framework of innovative development. It is necessary, for instance, to introduce a number of benefits that enable moth- ers to combine their work (study) and their main female function to stimulate the demographic policy. Within the framework of the employment policy, it is proposed to strengthen vocational guidance work to help young people's choice in the labor market. The education system should be made more accessible to all segments of population in order to increase its efficiency and quality. As for creating economic basis for innovative development, various forms of business associations and consolidations, such as strategic scientific alliances, investment public-private partner- ships and technology platforms are proposed. Technological platforms can become an effective form of business for Krasnoyarsk Territory, since they will make it possible to use the scientific potential of large universities in the region. The place of small businesses and self-employment in the regional economy of innovative type is defined as an auxiliary infrastructure of large industrial associations in the region.
