The priority of the military-industrial complex (MIC) in the economy of the Russian Federation is determined by the role of the defense industry in the technical and technological modernization of economy rather than by the magnitude of military production. Organizing high-technology and competitive production is possible only on condition that MIC is provided with qualified employees who possess high intellectual and creative potential. At the same time, the requirements for the management mechanisms relating to the formation and development of human capital are increased either. The paper presents the results of a study of one of the subsystems of human capital management, which is the system of motivation and stimulation of employees ' innovative activity. The study was conducted at a large enterprise of military-industrial complex Open Joint Stock Company “Krasnoyarsk Machine-Building Plant” by an anonymous survey of employees. The respondents included managers, specialists and workers. The aim of the study is to investigate the motives of employees for innovative activity and organizational and managerial factors of stimulation. The results show that material factors and motives largely affect the innovative activity of employees. As a results of the survey, it was also found that additional measures are needed to create a favourable environment for innovative activity, mainly by removing barriers associated with financing and organizing innovative activity. The results received in the survey enable the company administration to adjust the applied tools and methods of the system of motivation and stimulation of employees' innovative activity to improve its efficiency, which subsequently leads to the development of innovative activity at an enterprise. The formulated principles allow to form a system of motivation and stimulation of innovative activity, focusing on the development of human capital at enterprises of MIC.

The dynamics of personal services market development in the Krasnoyarsk Region is notable for lagging behind those of all-Russian ones. Besides, there is a lower growth rate of the personal services volume in 2008. Having sufficiently large potential, the market of personal services can be attractive to average and small-scale businesses. The share of personal services in total amount of paid services testifies to it in 2002. The decision of business and state regulation in the branch of personal services should be based on applied scientific research of the market taking into account current trends, in particular the market fragmentation.

The system of management of personnel’s innovative potential at a high technology enterprise

Formation of a new economic space and increasing globalization provides new challenges and prospects for organizations, which are based on innovation. In the innovative economy competitiveness of enterprises is greatly influenced by the development of scientific knowledge and new technologies, both in production and in the field of management. Thus, a problem of work with innovation, creation and development of a well-functioning innovative environment and the mechanism of its maintenance arises. The solution of this problem mainly depends on the human factor, in particular, personnel’s innovative potential. Today management should focus on a person and his or her innovative potential as a main source of innovation and factors that contribute to a high level of innovative activity of enterprises. The paper analyzes the features of labour at high-technology enterprises, two categories of employees are distinguished, that is employees involved in direct production and employees involved in innovative activity. On the basis of these, we propose the system of management of personnel’s innovative potential, consisting of the following elements: objectives, tasks, functions, subjects of management, organizational forms, means, methods, techniques, motivation, assessment, development. The obtained results of the study are aimed at solving the strategic and tactical problems in the implementation of the strategy of innovative development of a high-technology enterprise with the help of the formation of an effective system of management of personnel’s innovative potential at an enterprise.

Красноярска на основе статистической и аналитической информации. Предложен разработанный организационноэкономический механизм адаптивно инновационного управления на основе формирования адаптационного поведения предпринимательской структуры, модель взаимосвязей и взаимозависимостей потенциалов развития предпринимательских структур с выделением доминирующего инновационного потенциала. Адаптивное планирование производственной программы: особенности, понятия, принципы

Описываются особенности адаптивного планирования производственной программы предприятия оборонно-промышленного комплекса, при котором на центральное место в системе управления ставят планирование ассортиментной политики. Целью данного исследования является обоснование понятия «адаптивное планирование производственной программы предприятия». В результате проведения анализа родственных терминов и выявления ключевых, определена авторская позиция. Предложено определение адаптивного планирования производственной программы предприятия, учитывающее многообразие подходов к осмыслению понятия и отвечающее основным принципам планирования. В связи с неоднозначностью толкования принципов, отражающих планирование производственной программы предприятия применительно к адаптивному планированию, уточнены и дополнены принципы планирования. Содержание этих принципов определяется релевантностью, адаптивностью, динамичностью и неопределенностью факторов внутренней и внешней среды, а также необходимостью обеспечения устойчивого развития экономики предприятия. Уточненное содержание представленных принципов предполагает обязательный учет факторов неопределенности, непрерывную корректировку, исправление и уточнение планов, способность менять свою направленность в связи с возникновением непредвиденных изменений внутреннего и внешнего характера. Решена актуальная задача эффективного использования подходов, обеспечивающих разумный компромисс между затратами на осуществление процесса планирования и достигаемым при этом эффектом. Показаны направления снижения уровня неопределенности и внутрифирменного планирования и обеспечения коммерческой и финансовой стабильности: использование более сложных подходов и методов, в том числе теории принятия решений в условиях неопределенности; введение системы планирования, гибко реагирующей на изменение условий хозяйствования. При введении системы адаптивного планирования предлагается осуществлять мониторинг за структурой и объемом спроса внутри выделенного периода, что позволяет своевременно переходить на производственную программу, отвечающую изменившимся условиям. Решение этой проблемы предлагается осуществлять посредством разработки методики адаптивного планирования производственной программы предприятия.
