Singular technology - the research area promoting sustainable noosphere development in Belarus, Russia and other cis nations

The article is devoted to nano- and femtotechnology as the basis for sustainable noosphere development of the global socio-economic mega system “nature-man-society” in its relation with the Universe (cosmos) in Belarus, Kazakhstan, Russia, Ukraine and other CIS nations. Such factors as the formation of a new (noospheric) political and economic outlook and the changes in scientific and technological structure of economy are gaining paramount importance under the action of the law of time and the adequate need to change the logic of socio-economic behavior of the population of planet Earth. Singular technology can become a strategic priority in finding practical solutions to these issues. When creating new productive forces and relations of production, these technologies act as a synergetic and bifurcation (unpredictable) interaction of the three system technologies: artificial intelligence, molecular nanotechnology and molecular biotechnology. As soon as man grasps the essence of singular technology, it will be possible to create a new structure of matter at the nano- and femtotechnology levels, and to exercise control over this process...

This article was supported by the Russian Foundation for the Humanities under the grant “Innovations in modern Russia: development trends and impact on the standard of living of the population” (project 16-02-00561).The population’s choice of values in the use of digital technologies depends on a whole range of factors, including economic, political, social, cultural, and psychological ones. Is the attitude of the respondents to the innovation-driven changes in their lives the same? If it is so, then what factors determine the choice of a particular behavioral pattern in terms of using innovative products and services? This article provides the data of a survey designed to analyze the social characteristics of respondents depending on their attitude to innovative products. The results of a sample survey carried out by the authors in the spring of 2017 in Moscow and the Moscow Oblast were used as an information basis. The surveyed sample comprised 1,115 individuals aged 15 to 86 years, including 55.5% of women and 44.5% of men, which generally corresponds to the age and gender structure of the population in the regions surveyed...

Social innovation in Spain, China and Russia: key aspects of development

As traditional methods of governance are unable to promptly respond to the conglomerate of issues brought about by system-wide changes and modernity, social innovation is seen as a promising alternative. Its uptake, however, is facilitated and hindered by a variety of factors. Using Spain, China, and Russia as country cases, this article explicates the findings of a systems-based comparative analysis on the drivers and barriers to the development of social innovations as effective tools in addressing social problems. In depth research projects carried out at national or regional levels provides the background knowledge to analyze the scope, size, trajectory, goals and target groups of the initiatives, as well as the geographical, historical and socio-economic frameworks and environments of the social innovations studied. It was found that there is a need to further clarify the concept of social innovation and to stimulate awareness and public support for social entrepreneurship across all three cases. Specific fiscal, legislative, and social measures are also identified for social innovation initiatives to flourish in each of the three countries analyzed. These findings provide a valuable contribution to public policy by illuminating practical ways to move forward in making social innovation an effective and sustainable strategy for addressing pertinent societal issues.

The modern concept for modernization of Russia's economy, put forward by the federal executive authorities, provides for an innovation development model. It is believed that only innovation is able to solve many problems that the Russian economy faces, and first of all, the enhancement of its competitiveness. One of the problems of Russia's innovation system consists in the lack of resources and in their inefficient use in certain directions of development of innovation activity: outdated production capacities and facilities and equipment at research organizations; ageing of staff; limited access to financial resources. The availability and condition of these resources, the opportunities for their usage - in other words, the choice of innovation development strategy, all these factors determine the effectiveness of innovation activity inthe region. The article provides a classification of the region's innovation strategies. The development of the oil and gas extracting regions is mainly determined by evolution of the development of the resources of hydro-carbonic raw material. Consideration of the prospects of the mentioned territorial formations allows maximizing social and economic benefits of the oil and gas extracting. In the article the features of functioning of the base sector of the northern raw region are analyzed. The criteria are offered and the prior directions of the development of the regional oil-and-gas complex are determined.

The article deals with the issues concerning the expansion of international cooperation in the sphere of innovation activity. The authors consider one of the main tools of its development - the EU’s Seventh Framework Programme (FP7). The article presents the analysis of statistical information reflecting the degree of involvement of Russian organizations in the work on the projects in the subject area “Socio- Economic Sciences and Humanities” under FP7. The authors present the experience of participation of the Institute of Socio-Economic Development of Territories of RAS in the competitions under this program, including the project “Social Innovation: Driving Force of Social Change”. The article reveals the essence of social innovations, highlights their features, and gives their classification.

The successful functioning of the system of transformation of scientific and technical knowledge into a market product largely depends on the level of development of small innovative business. The organization paradigm of small innovative enterprises (SIE) in Russia does not yet correspond to the content of the modern world economy. At the same time, a serious problem is the gap between the proclamation of the need to increase the contribution of SIE to the economy and the actual practice. The relevant issues are the revitalization of the existing enterprises of this type, rather than the creation of new SIEs. To develop the support areas for their formation it is necessary to appropriately diagnose and assess the evolution of SIE in both industrial and research-educational sector of the country. This determines the relevance of the topic and the purpose of the research. During statistics analysis, data of Rosstat and HSE were supplemented with data from the Scientific Research Institute - Federal Research Centre for Projects Evaluation and Consulting Services (SRI FRCEC), as well as data from author surveys. The study reveals that the level of SIE development is insufficient to ensure economic security and does not meet the needs of the current stage of the country's economic development. It is revealed that in small enterprises, innovative activity along with financial and personnel issues, is hampered by management problems associated with the fact that the management of manufacturing process of innovative products requires a certain competence and the shift of the company's management resources from current activities. In view of this, the author proposes a model of SIE development management based on the implementation of the project management mechanism in conjunction with “SIE infrastructure”, ensuring the formation of SIE and strengthening its position in the market. We present the results of practical testing of this approach on real research objects, which provided the launch of 33 innovative projects during 2010-2017.
