Предметом настоящей статьи выступает проблематика научно-технологического развития России в Послании Президента РФ Федеральному Собранию 2024 года. В качестве основополагающего метода исследования авторы задействовали контент-анализ. По результатам исследования авторы выделяют ключевые акценты в президентском послании в части научно-технологического развития страны. Наиболее значимым теоретическим результатом исследования является установление эмпирически отслеживаемой взаимосвязи между посланием Президента РФ и мерами государственной политики, связанной с обеспечением научно-технологического суверенитета России.

Prospects for the Development of the Scientific Potential of Higher Education in Russia in the Mirror of the Address of the President of the Russian Federation to the Federal Assembly in 2024

The subject of this article is the narrative of scientific and technological development of Russia in the Address of the President of the Russian Federation to the Federal Assembly in 2024. The aim of the article is to assess the attitude of the country's top political leadership (represented by the President of the Russian Federation) to the issues of developing the scientific potential of higher education as an integral part of the scientific and technological development of Russia as a whole. The authors use content analysis as a fundamental research method, which is due to the nature of the key source of empirical information – the text of the Address of the President of the Russian Federation to the Federal Assembly, announced on February 29, 2024. Based on the results of the study, the authors note the growing attention to the problems of domestic science, including fundamental science, on the part of the head of state, highlight the key emphases in the presidential addresses on the issues of training scientific personnel, financing fundamental research, attracting young researchers to science, etc. The most significant theoretical result of the study is the empirical substantiation of the trends in the development of the state policy of the Russian Federation in the field of science and technology at the present stage, namely, the establishment of an empirically traceable relationship between the materials of the addresses of the President of the Russian Federation and specific measures of state policy related to ensuring the scientific and technological sovereignty of Russia. The practical value of the results obtained by the authors lies in identifying the prospects for the development of Russia's scientific potential and ensuring its technological sovereignty, including in the current foreign policy context. In addition, these results may be of interest to political scientists whose focus is on various aspects of Russia’s national security in terms of its scientific and technical component.
