The paper reveals the essence and significance of the quality of the regulatory framework for the practice of organizing the budget process in the constituent entities of the Russian Federation. In the publication, the author examines the issues of adoption of laws on the budget of the constituent entity of the Russian Federation, taking into account the application of the principle of balance. The issues of using one or another legal instrument in order to achieve the criterion of balancing the regional budget are considered.
