The perfection and development of Chinese regional economics in the new era of globalization

Ince the reform and opening-up policy was implemented in China in the late 1980s, regional economics has made great breakthroughs and development in China, and gradually developed into a relatively independent discipline specializing in the study of regional economics. At present, there are still many deficiencies in the research of the regional economy in in China. For example, the lack of understanding of the connection between regional economy and macroeconomic development, and the contrast among the strengths and weaknesses of regional economic innovation is still to be solved. This paper attempts to further develop and improve the theory and practice of China's regional economics review, actively learn and draw on excellent experience, in order to improve and promote the development of China's regional economics.

С тех пор, как в конце 1980-х годов в Китае была проведена политика реформ и открытости, региональная экономика совершила большой прорыв и развитие в Китае и постепенно превратилась в относительно независимую дисциплину, специализирующуюся на изучении региональной экономики. В настоящее время в исследованиях региональной экономики в Китае еще много недостатков. Например, еще предстоит решить непонимание связи между региональной экономикой и макроэкономическим развитием, а также противопоставление сильных и слабых сторон региональных экономических инноваций. В этой статье предпринимается попытка дальнейшего развития и совершенствования теории и практики обзора региональной экономики Китая, активного изучения и использования превосходного опыта с целью улучшения и содействия развитию региональной экономики Китая.

T HE PERFECTION AND DEVELOPMENT
OF CHINESE REGIONAL ECONOMICS
IN THE NEW ERA OF GLOBALIZATION
The origin of regional economic studies abroad is from the theory of location, which can be traced back to the theory of agricultural location proposed by Duenen (1826), the theory of industrial location proposed by Weber (1909) and the theory of market location proposed by Liao Shi (1940). These theories have laid the foundation for the germination and formation of regional economics. It was not until after the Second World War that regional economics began to take shape. Professor Isard and Professor Hoover in the United States made outstanding contributions to the establishment of the discipline. After the 1950s, regional economics gradually developed into an independent discipline [1,p. 41]. The rise and development of regional economics in foreign countries is mainly to explain regional and urban and rural issues, including the development of regional and urban and rural issues, mutual relations, and explore ways to solve the problems. With the rise of development economics at that time, regional economics has incorporated a large number of development economics and industrial economics into its development, providing a powerful tool for solving some problems in regional and urban development. Regional economics in China developed from economic geography and productivity distribution. After the reform and opening up, it gradually developed into an independent discipline of economics on the basis of the introduction of location theory and regional economic theory.
Since the reform and opening up, China's economy as a whole has made remarkable progress. In recent years, China has implemented the «One Belt, One Road» policy. Under the guidance of this policy, China's zone.
Regional economy has achieved good and rapid development, it can be said that in this period, China's regional economic development has stepped into a new stage. The study of regional economics has become increasingly important and its position is gradually prominent. Therefore, the improvement and development of regional economics are very necessary for the social and economic development of China.

1. Theoretical research and discipline system of regional economics
Worldwide, foreign studies on regional economics started relatively early. The earliest studies on regional economics appeared in the United States, where scholar Du Neng put forward the theory of agricultural location in the 1820s. Since then, the development of regional economics in the United States has been constantly improved and developed [2 , p. 76–83]. The theory of industrial location was put forward by scholar Weber, followed by the theory of market location by scholar Liao Shi in the 1940s. After that, many scholars carried out further in-depth research and put forward many related theories and views, gradually improving the system of regional economics.

2. Development and Weaknesses in China's regional economic research
In the 1950s, the development of regional economics gradually matured. It was no longer a subsidiary part of a comprehensive discipline, but separated from the discipline and became an independent discipline. From the perspective of the whole world, the development of regional economics is relatively early in foreign countries. The purpose of its research is mainly to help solve the urban-rural contradictions and problems at that time. The main content of the research includes the relationship between urban and rural areas and how to solve the contradictions and problems between urban and rural areas. With the development of social economy, many new economic subdisciplines emerged at that time. Regional economics were a relatively mature economic subdiscipline at that time. In addition, the discipline of development economics also achieved good development. The two promote each other and develop together, giving each other great impetus for development. As for China, after the reform and opening up policy was implemented in the 1970s, China's economy began to step into the right track of development. On the whole, China's economy has made a great leap and development. At the beginning of the reform and opening up policy, mainly from the coastal areas to implement, because coastal areas have advantages in coastal geographical location, as well as foreign trade experience advantages, these are not possessed by inland areas. Thanks to these measures, China's economy has begun to recover, and the pace of development is getting faster and faster. China has a vast land area and different geographical regions have strong geographical characteristics, such as water in the south and good terrain in the north. Therefore, the geographical differences between different regions in China are relatively large. Compared with the economically developed eastern coastal areas, the economic development degree of China's central and western regions is relatively low. To some extent, this indicates that the regional differences in China's economic development are relatively large [3 , p. 55].
In the 21st century, the development of regional economics in China is bound to have Chinese characteristics along with the country's opening-up policy in the west and the regional strategy of economic development in the middle and east. The research on regional economics in China mainly includes the development planning of different regions and different policies for the opening-up of different regions. As for the measures and policies of different regions, China's regional economics has achieved good development in the above aspects. Regional economics has formed a relatively good and complete theoretical system in China.
The development of regional economics in China is with Chinese characteristics, such research is a relatively large systematic complete project. For the development of China's regional economics, this is a very important part [4 , p. 29]. In view of the current development status of regional economics in China, there are still many deficiencies that need to be improved.
The development of regional economics needs to follow the following three principles: one is the principle of specific analysis of distance problems; the other is the principle of dynamic balance in research; the third is the principle of unity of whole and part [5 , p. 20]. As far as the development status of China's regional economics is concerned, there are still many deficiencies that need to be improved. The problems mainly include the following aspects: Is how to understand the connection and relationship between regional economy and macro-economy; the other is how to correctly identify and have a good understanding of the differences between regional economic development, and in-depth discussion and analysis of the basic principles that need to be followed to produce differences between urban and rural areas. The third is about the law of change between the focus problem and the problem produced by the dispersion of elements. The fourth problem and challenges and difficulties arising from the comparative advantages injected into the solution of regional differences.
Since the implementation of the policy of reform and opening up in China, China's economy has made great development and breakthrough, and the development history of regional economics has a history of nearly forty years. It can be said that the development of regional economics and China's reform and opening policy can be said to be synchronized.
To perfect and develop the theory and practice of China's regional economics are conducive to the further improvement and development of China's social economy, in addition, it is also conducive to the further arrangement of policies. This paper puts forward the following three suggestions on how to develop regional economics. The first is to make five ideas as the guiding ideas for the development of regional economics in China. The second is to combine the development of theory and practice of regional economics. The third is to combine the discipline of regional economics with other related disciplines in order to enrich the system of regional economics in China.
