The mechanism for implementing the priorities of foreign economic relations (priority investment and trade and other relations) in the chaos and macroeconomic instability is important step and a priority that stands in front of the foreign economic policy of Syria. International economic relations play very important role in economics of countries, and in the world that external links have become a basic and main engine of life in all countries, under these relations is determined by the level of economic development that does not hide the prominent impact on all levels of social, cultural and even political. In the period of the war in Syria significantly the financial reserves of the state and capital flight decreased, which led to high external debt (increased 2.5 times in 2014 compare with 2012) therefore must develop a strategy to reduce dependence on foreign debt and develop a mechanism to attract foreign investment. In period 2004-2012 Syria's foreign trade turnover increased by 3.46 billion U.S dollars or 1.29 times in 2012 amounted to 15.305 billion U.S dollars. But in 2013 it felt to 7.60 billion U.S dollars. At the current stage of reforms in the economy of Uzbekistan, special attention is paid to the development of competition in commodity markets. In such a competitive market environment, the success of any business depends on the efficiency of marketing activities. Therefore, this article describes the methodological aspects of determining the efficiency of marketing in companies. Indicators that determine the efficiency of marketing activities are reflected. In particular, the structure of internal and external performance indicators of marketing activities, current and final indicators related to marketing activities are shown. The importance of costs in the efficiency of marketing activities has also been mentioned. The composition of marketing costs is determined.

Methodological provisions for the measurement of socio-economic security of the industrial sector

The presented problem was manifested and described in the 90-s of the XX century due to the rapid formation of transformation processes in Europe, accompanied by crisis manifestations in the economy. In accordance with its features, the measurement of the value of socio-economic security of production systems is aimed at the vector of the cascade escalation of crisis symptoms and the expectation of subsequent displacement to the worst side of the situation. As a result, the indicators of socio-economic security are fixed on the threshold States of life-supporting subsystems, which to some extent reflect the degree of effectiveness of the anti-crisis measures. The basis of the description of the values of socio-economic security of the production system is based on the principle of extreme dispersion of industrial States along the axis of maximum security - the least security, taking into account the configuration of the composition and the degree of satisfaction of the society's needs, which determine the goals of ensuring socio-economic security. Groups of requests satisfied at various levels are formed on the systematization of requests proposed by Belarusian scientists. The degree of socio-economic security of the industrial sector, determined by the probability to meet all kinds of demands of society, is dependent on the emerging structure of production capacity. The acquired data allowed to form appropriate methodological solutions for level measurements of socio-economic security of the industrial sector.

The reliability of the results of any forecast is dependent on the validity of the selection of objects and the definition of its subject area. Suppose that in the total number of objects of the forecast it makes sense to exclude the signatures of the industrial sector (industrial objects) and non-industrial objects, which, despite the relation to the external environment, have a specific impact on the position and formation of the industrial sector. To clarify the selection of the objects and the subject of the forecast of socio-economic security of the industrial sector, the following methodological approach is proposed. The forecast objects are oriented by the location of the sources of industrial sector hazards - “internal environment - external environment” - by the scheme of interelement connections in its structure and the importance of communications outside the structure (to distinguish objects it is proposed to mark them symbolically in accordance with the “industry objects” and “non-industry objects”). The subject field of the forecast is formed by the qualitative and quantitative properties of the objects of study. The task is to identify those objects from a large number of probable objects and their data that will allow to identify negative phenomena and processes capable of implementation in the current period (updated threats).

A part of the research on the impact and interrelation between human factors and the safety of the working environment in the construction sector is presented. Labor in construction companies is often associated with a high risk of injury and, therefore, occupational safety is an important element of production efficiency in this area. The injured workers lost working days and financial costs affect the social and economic efficiency of the construction industry. Statistics indicate that occupational health and safety for modern research are current issues. Economic reforms in Uzbekistan envisage the creation of favourable and safe working conditions. From this point of view, ILO standards (Health & Safety) are really relevant for research and implementation in the construction industry of Uzbekistan. The purpose of this article is to analyze the implementation of best practices in the construction industry of Uzbekistan.

Multidimensional approach to combating the shadow economy: theory and practice

This article presents a detailed analysis of multi-level strategies to combat the shadow economy on the example of Uzbekistan. The study delves into the theoretical aspects of the problem, identifying the factors contributing to the shadow sector, and discusses the need for integrated co-operation between government structures, business and society. The article offers practical recommendations, including improving the legislative framework and strengthening the law enforcement system. The authors draw attention to successful cases of implementing technological tools aimed at increasing the transparency of financial flows. The article also covers socio-cultural measures, including educational initiatives aimed at fostering intolerant attitudes towards the shadow economy. Based on data on the dynamics of Uzbekistan's economy, it is emphasized that a multidimensional approach can effectively reduce the shadow economy and promote sustainable economic growth.

This article scientifically analyzes the issues of effective usage of the opportunities of economic development of mahallas, which is considered as a micro-region of the country, in ensuring the well-being of the population. Factors that negatively affect the economic development of the neighborhood have been identified. Also, a scientific study was conducted on ways to improve the income of mahalla residents and increase the well-being of the population by connecting the citizens who want to start their business to the “leading entrepreneurs” who have achieved positive results and are conducting stable business activities in the mahalla or region. At the same time, according to the results of the research, reasonable proposals and recommendations were developed to increase the opportunities for economic development of the regions by attaching “leading entrepreneurs” to mahallas.

This study is devoted to the development of investments in the coal industry in the Kyrgyz Republic as an economic environment for the growth of the potential of the country’s coal industry. The purpose of this study is to examine the coal market in Kyrgyzstan, as well as consideration of the main trends in the coal industry and the qualitative characteristics of the industry. In accordance with the purpose of the paper, it attempts to give an analysis of the current state of the coal industry in Kyrgyzstan, to analyze the change in the qualitative characteristics of the industry in recent years. It also considers the main priorities of the state policy with regard to the coal industry at the present stage, such as: increasing the role of coal in the power industry; building up the export potential of the coal industry; increasing the efficiency of rail transport of coal; and ensuring a favorable investment climate. The coal mining industry in the Kyrgyz Republic is a big economic sector as coal is the primary fuel for electricity generation and the cheapest and most sufficient source of energy. This paper provides an overview of coal reserves in the Kyrgyz Republic and an analysis of the coal industry’s systematic data with respect to the number of companies, their total production and productivity. It discusses the issues of investment in the coal industry regarding its future, including creation of an investment-favorable climate, financial support for the coal industry of the republic.

The development of an independent democratic country is inextricably linked to the transformation of all aspects of social life and, above all, of the economy. Financial and economic reforms in Belarus are focused on the creation of a socially oriented market system of management, which would ensure the most efficient use of resources at the lowest social costs. The experience of the last two decades shows that it is difficult to achieve this two-fold goal, but, undoubtedly, only in this case it is possible to guarantee the necessary level of well-being, low poverty and stability of the political system in the country. In the social economy, the definitions of ‘equality’ and ‘poverty’ are considered basic. On their basis is based public provision, the role of which in any state is to minimize poverty and maximize equality. However, both definitions are not considered identical. In a society with a significant level of inequality, it is possible to have a rather low level of poverty and Vice versa. Poverty is defined by the existence of criteria for individual members of society that do not meet accepted standards. According to the unanimous opinion of economists, poverty is an absolute evil and, as a result, it must be fought. There is no such consensus on equality. First of all, the definition of ‘equality’ is rather vague, which makes it possible to interpret it broadly and makes it difficult to clearly establish the degree of inequality in society.

For the analysis of dynamic processes in the system while ensuring its safety and for the adoption of appropriate management conclusions, it is likely to introduce the apparatus of sign-oriented graphs-digraphs. This installation has a conditional mathematical simplicity that allows overcoming the known obstacle of significant computational effort that occurs due to the need to take into account a large number of important points. At the same time, this setting is slightly sensitive to the accuracy of the initial data. As a result, it allows forming adequate models on the dependencies of the quality level. All this determines the need and prospects of using the apparatus of digraphs in the presented subject area.
