The article examines the effectiveness of the competency-based approach in managing protocol services during the preparation and execution of international summits and conferences. It analyzes the role of key professional competencies—such as communication, organizational, intercultural, and legal skills—in ensuring high standards of protocol management. The study highlights how the integration of competency-based models into personnel management contributes to optimizing the organization of large-scale diplomatic events, improving staff performance, and reducing protocol-related risks. Special attention is paid to training programs, digital tools, and practical simulations that strengthen the professional readiness of protocol officers. The findings suggest that a well-structured competency framework enhances coordination between protocol services and diplomatic bodies, fosters intercultural sensitivity, and facilitates successful international interactions. Recommendations are proposed for improving training systems and implementing advanced assessment methods to measure the impact of competency development on the overall quality of protocol operations.

Evolution of the Concept of “Cyber Sovereignty” in International Law

The article examines the evolution of the concept of “cyber sovereignty” within the framework of international law. As digital technologies reshape global governance and interstate relations, the traditional understanding of sovereignty is undergoing significant transformation in cyberspace. The study explores how states interpret and operationalize cyber sovereignty in response to transnational cyber threats, data governance challenges, and the increasing strategic importance of digital infrastructure. The research analyzes doctrinal approaches to cyber sovereignty, the applicability of classical principles of international law — such as territorial integrity, non-intervention, and due diligence — to cyberspace, and the growing tensions between national control over digital resources and the global nature of the Internet. Particular attention is paid to competing models of digital governance, including state-centric regulatory approaches and multistakeholder frameworks. The article also considers the implications of cyber sovereignty for human rights protection, cross-border data flows, and international cooperation in cybersecurity. Methodologically, the study employs formal-legal, comparative, and systemic analysis to assess the transformation of sovereignty in the digital age. The findings suggest that cyber sovereignty is evolving from a purely territorial notion toward a functional and regulatory paradigm that seeks to reconcile state authority with international legal obligations and the protection of fundamental rights. The article concludes that future international regulation must balance sovereign digital control with the need for interoperability, cooperation, and universal legal standards in cyberspace.

Family Values Reflected in Phraseological units of the English, Chinese, and Kyrgyz Languages

This article presents a comparative linguocultural analysis of phraseological units reflecting family values in the English, Chinese, and Kyrgyz languages. Phraseological units serve as important carriers of cultural knowledge and provide insights into the worldviews, traditions, and social norms of different linguistic communities. The study examines the linguistic representation of family relationships, parental authority, kinship ties, respect for elders, family unity, and intergenerational responsibilities as reflected in idiomatic expressions and proverbs. Through a comparative analysis, the research identifies both universal and culture-specific features of family-related phraseology. The findings demonstrate that while all three languages emphasize the significance of family as a fundamental social institution, they differ in the degree of collectivism, hierarchy, filial obligations, and family roles embedded in phraseological expressions. Chinese phraseological units predominantly reflect Confucian values of filial piety and family harmony; Kyrgyz phraseology highlights kinship solidarity, respect for elders, and clan traditions; whereas English phraseological units reveal a stronger orientation toward individual responsibility and personal independence within family relationships. The study contributes to the fields of linguoculturology, phraseology, comparative linguistics, and intercultural communication by revealing the cultural meanings encoded in language and enhancing the understanding of national value systems through phraseological analysis.

In particular, the article examines child socialization as a holistic process, discussing the school environment and psychological support, the organization of practical skills development at home in a similar manner, and ways to mitigate negative consequences such as low self-confidence or premature transition to independent activities that a child may encounter.

The article explores the relationship between reflexivity and social intelligence as essential factors in personal and professional development. Using psychodiagnostic methods by S. Hall and V.V. Ponomaryova, the study identifies a significant correlation between self-direction, self-management, and social intelligence components such as self-control and motivation. Theoretical analysis based on the views of E. Thorndike and G. Allport highlights that developing reflexivity enhances self-awareness, empathy, and adaptability. The research concludes that strengthening reflexivity supports effective communication and social competence, offering recommendations for educators and psychologists to integrate these skills into learning and development processes.

Globalization of engineering education requires technical university students to develop not only professional skills but also intercultural communicative competence (ICC) in English and other foreign languages. ICC enables students to interact effectively in multicultural professional environments, understand cultural differences, and collaborate in international teams. The study aims to examine methods for developing ICC among technical students in the context of global engineering education. The research combines theoretical analysis (literature review, comparative analysis of intercultural teaching methodologies) with empirical approaches (pedagogical experiment, observation, surveys, analysis of student presentations and projects). Results indicate that targeted intercultural instruction and project-based collaborative activities enhance students’ ability to communicate across cultures, increase cultural awareness, and strengthen professional language competence. Students demonstrated improved teamwork, problem-solving, and adaptability in multicultural settings.

The article examines the importance of the formation of intercultural competence in teaching foreign languages in the context of globalization and integration of different cultures. It is explained that effective communication with native speakers requires not only mastery of grammatical and lexical aspects, but also the ability to understand and respect the cultural characteristics of other countries. The article analyzes various methods that contribute to the development of intercultural competence, including the use of intercultural trainings, role-playing games, digital platforms and international exchange programs. The role of the teacher in the process of forming intercultural competence, as well as technological tools that are actively being introduced into the educational process, is also considered. The problems and challenges faced by students and teachers in teaching intercultural communication, as well as ways to overcome these difficulties, are discussed. In conclusion, the need to integrate intercultural methods into language teaching is emphasized for the successful adaptation of students in a globalized society.

In increasing students' lexical knowledge, games play a crucial role in teaching correct word usage and ensuring grammatical accuracy in speech. Moreover, games are beneficial in developing teamwork, using essential linguistic techniques, and fostering creative thinking, thus boosting interest and motivation in language learning. Didactic games offer great potential in the educational process to help develop students' speech.

AI is changing the way students learn languages, making it easier and more effective to improve their communication skills. This study explores the impact of AI-based applications on the speaking skills of Iranian English Language Teaching (ELT) learners. Using a quantitative approach, 84 junior high school students were divided into an experimental group, which utilized AI tools such as ChatGPT and Smalltalk2, and a control group that followed traditional methods. Data collected through pre- and post-speaking proficiency tests and surveys revealed that the experimental group outperformed the control group on the speaking test and demonstrated significant improvements in fluency, pronunciation, and vocabulary usage. Learners also reported heightened engagement and personalized learning experiences with AI applications. These findings underscore the transformative potential of AI in enhancing speaking skills and highlight its value as an innovative tool for modern language education.

Grammatical features of Azerbaijani words taken from English

Along with the terms borrowed from English, grammatical elements and suffixes were also included, and as a morpheme could not be used independently in word creation, it acquired a new derivational feature in the composition of individual words. Since English and Azerbaijani are languages with different systems, the transfer of words from one language to another requires its adaptation to norm sources. Therefore, the borrowings that entered the lexical system of the Azerbaijani language through the English language are adapted to the historically formed literary language laws of the Azerbaijani language and were used in the Azerbaijani language in the form of the source language without undergoing any changes.

Higher Education Skills and Social Mobility: Evidence from University Students in Uzbekistan

This study analyzes the impact of higher education on the social mobility of young people in Uzbekistan using empirical data. The study is based on semi-structured interviews and a survey of 385 respondents. The results show that a higher education degree enhances social status and expands employment opportunities, but does not guarantee a successful career. Practical skills, digital competencies, participation in international educational programs, and government support were found to significantly increase the social mobility of young people. The findings support Pierre Bourdieu's concept of cultural capital and the need to improve educational policy and strengthen the link between higher education and the labor market.

Innovative strategies for English language learning in Kyrgyzstan: the importance of media

Learning a new language is often perceived as a complex task, necessitating practice across multiple skills. This research examines the significant role of media and institutional resources such as TikTok, YouTube, Netflix etc. in enhancing the learning of English languages in case of Kyrgyzstan which is under Russian language influence. These resources empower English language teachers by bridging communication gaps and facilitating clearer explanations of concepts. By minimizing teacher talk, lessons become more engaging for students. Furthermore, they offer opportunities for learners to see, hear, and interact with the language, thereby increasing their interest in English. These resources also provide real-life experiences that encourage active participation, making learning more concrete and relevant. Additionally, they enhance retention rates, transform the teacher’s role from a knowledge dispenser to a facilitator, and allow students to progress at their own pace. Moreover, they stimulate practice, foster discussion, and inspire higher levels of achievement among students. Employing case study and descriptive methods, this research analyzes the role of authentic language in language learning, exploring ideological patterns in news structures. The findings present practical strategies applicable in language classrooms to improve both language proficiency and socio-cultural awareness. It is recommended that innovative strategies establish a framework to help learners reflect on their language learning experiences.

The rapid expansion of the digital economy and the exponential growth of data transmitted across national borders have made the harmonisation of personal data protection regimes a central issue in contemporary international law. Using comparative legal analysis, this article examines international, regional, and national legal instruments governing cross-border transfers of personal data. These include the Organisation for Economic Co-operation and Development Guidelines on the Protection of Privacy and Transborder Flows of Personal Data, the Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data, as modernised, the European Union General Data Protection Regulation and its recent adequacy decision concerning the United States, the Asia-Pacific Economic Cooperation and Global Cross-Border Privacy Rules systems, the Organisation for Economic Co-operation and Development Declaration on Government Access to Personal Data, United States national security regulations adopted under Executive Order No. 14117, China’s simplified 2024 rules on cross-border data transfers, Brazil’s 2024 regulation on international data transfers, and Russia’s 2025 amendments on data localisation. The article evaluates trust-building mechanisms, including standard contractual clauses, binding corporate rules, certification mechanisms, and privacy-enhancing technologies, and assesses the Group of Twenty initiative on Data Free Flow with Trust and related trade policy recommendations aimed at reducing regulatory fragmentation. The study concludes that, in the absence of a universal international treaty, mutual recognition of safeguards and the widespread use of privacy-by-design technologies are essential to balancing the protection of human rights with the promotion of innovation.

Once viewed merely as ephemera or digital entertainment, memes have transformed into a highly efficient global vernacular capable of transmitting nuanced ideas rapidly and emotionally. This research evaluates how visual-textual metaphors and humorous iconography reconstruct public consciousness, influence geopolitical discourse, and bridge intergenerational communication gaps. Due to their semiotic minimalism and adaptive structure, memes effectively transcend conventional linguistic borders. Additionally, the study contextualizes their capacity to alter public consensus and sustain cultural memory. Ultimately, internet memes are framed as a highly sophisticated stage of digital linguistic evolution, charting their future trajectories within cognitive sociology and media linguistics. This research serves as an academic framework for scholars investigating digital media trends and modern pop culture.
