Khaldi Kh., Ghechir S., Belbachir A.

Статья научная

Arabic calligraphy is considered one of the sacred Islamic arts that cultivates taste and refines the senses in its spiritual, religious, and cultural aspects. Its letters possess an aesthetic quality that stems from the nature of this writing, which gives people inner energy. This is what this study will point out. Learning Arabic calligraphy constitutes an aesthetic value in the field of children's literature because it represents a building block in terms of its magical, emotional, and spiritual connotations. The art of Arabic calligraphy is also an essential acquisition for a child's early vision and the fulfillment of their desires, which instills in their psyche a broad imagination and a solid foundation for exploration. The grammatical and morphological secrets, especially in the writing of the Holy Qur'an, may be evident in a school in Algiers, the Algerian Club for Arabic Calligraphy and Islamic Ornamentation in Algeria, which we will refer to throughout this research as a model study. We will attempt to determine the extent to which the aesthetics of Arabic calligraphy influence children's inclinations in their choice of various calligraphy styles, which they adopt, striving to be creative in them, achieving the qualities of beauty, majesty, and perfection. We will also attempt to analyze the writings of some children in terms of their various artistic and aesthetic aspects, which emphasize the unity of the Arabic letters and their interconnectedness in a beautiful geometric form.

The Authority Responsible for Constitutional Oversight in Algeria (Before and After the 2020 Constitutional Amendment)

The Authority Responsible for Constitutional Oversight in Algeria (Before and After the 2020 Constitutional Amendment)

Arour H.

Статья научная

The 2020 constitutional amendment replaced the body responsible for constitutional oversight, formerly the Constitutional Council, with a new institution, the Constitutional Court. This reform formed part of a broader series of constitutional reforms undertaken by the Algerian state at the level of various institutions. However, the fundamental components of the Constitutional Council remain evident, particularly in the composition and eligibility criteria for members, as well as in the role of the president of the Republic in the formation of the Constitutional Court and its powers. Moreover, the same parties authorised to refer matters to the Constitu-tional Council have been retained under the new system. As such, constitutional oversight in the Algerian sys-tem continues to present shortcomings that must be addressed to align with other systems' more effective con-stitutional bodies.

The Child and Philosophy Education: The Right of the Child to Contemplate, Practice Critical Thinking, and Explore Philosophical Curiosity. The child and philosophy

The Child and Philosophy Education: The Right of the Child to Contemplate, Practice Critical Thinking, and Explore Philosophical Curiosity. The child and philosophy

Khelfaoui Achouak, Zani Youcef

Статья научная

Philosophy is often included in educational curricula only at the secondary school level, whether in Arab or Western countries. This raises numerous questions about the ab-sence of philosophical thinking and philosophy as a subject in earlier educational stages, especially in primary school. At this stage, children naturally develop a sense of curiosity and a strong capacity for asking philosophical and logical questions. These questions stem from the ambiguity that domi-nates their thoughts. For example, a child might wonder: "How did I come into this world?" "Who is responsible for our existence?" "What does God look like?" "Are angels like us?" or "Are cartoon characters real beings we could meet?" Such profound and logical questions reflect a child's innate ability to engage in philosophical thinking, particularly during their early years. However, these bold and challenging questions—often considered too sensitive for even adults to answer—remain unanswered or dismissed. Despite these clear indicators of a child's capacity for philosophical re-flection, philosophy as a discipline continues to be marginalized and absent, leaving children with-out proper guidance to explore the nature of life and existence during their formative years. In Al-geria, philosophy is only taught during the later years of secondary school, starting when students are already in their teens. However, philosophical practice can and should begin much earlier. A child has every right and ability to engage in philosophical inquiry, asking questions about them-selves, the world, and knowledge without fear or hesitation. This is emphasized by the French phi-losophy teacher, Edwige Chirouty, who advocates for incorporating philosophy into children's edu-cation to help them develop critical thinking skills. This presentation aims to emphasize the im-portance of philosophy in Arab countries, particularly in Algeria, and to advocate for integrating philosophical thinking into primary education curricula. Children urgently need philosophy as a tool to foster freedom of expression. The significance of this lies in its ability to nurture a child's capacity for critical thinking. Many psychologists have highlighted that a large percentage of chil-dren ask questions with often ambiguous answers. This underscores their active cognitive process-es and innate ability for philosophical thought.

The Concept of Transhumanism and Artificial Intelligence

The Concept of Transhumanism and Artificial Intelligence

Mebarek F.

Статья научная

It is essential to question the future resulting from the current digital and societal transformations. Therefore, philosophers must rethink and question values and virtues that align with our contemporary era. This reflects an awareness of the dangers posed by intelligent machines in their inevitable form and the need to confront them by resisting the crises that have begun to threaten the future and fate of humanity, as expressed by Morin (2009). It is an era of disruption and a clash of values shaped by globalisation and the Fourth Industrial Revolution, which have introduced means of death, genocide, and the biological degradation of humans and ecology. Therefore, serious consideration must be given to overcoming these imbalances by renewing the future vision of human dignity, following the dominance of nanotechnology, such as artificial intelligence and the Internet of Things. Philosophy is no longer merely a tool for thinking and critique; it now plays a strategic and active role in daily practice, shifting from mere discourse to action and application. This is the task of applied philosophy, which has gained the attention of many philosophers, such as Fukuyama, who focused on human beings and the potential dangers to their future due to digital transformation, as well as the shift from biology to ecology, reflecting the rapid development of biology. We are faced here with the shock of the future brought about by technology.

The Concession Contract as a Legal Mechanism for Public–Private Partnership to Improve the Quality of Public Services in Algeria

The Concession Contract as a Legal Mechanism for Public–Private Partnership to Improve the Quality of Public Services in Algeria

Ramdani F.

Статья научная

The concession contract is considered one of the most prominent legal mechanisms adopted by the state to establish effective partnerships between the public and private sectors, with the aim of modernizing the management of public utilities and enhancing the quality of services provided to citizens. This contractual model grants the private sector the right to operate a specific public utility, under predefined conditions, in return for the obligation to deliver public services. However, this right remains subject to continuous oversight by the public authority to ensure alignment with the public interest and prevent any deviation from the contract’s objectives. This study aims to analyze the legal framework of concession contracts in Algerian legislation and to highlight their role as a tool for public–private partnership in improving the delivery of public services. The study adopts a descriptive and analytical approach, supported by practical examples, in order to assess the effectiveness of this contractual model and to identify its strengths and limitations.

The Conflict between Good and Evil in Dostoevsky's "Crime and Punishment

The Conflict between Good and Evil in Dostoevsky's "Crime and Punishment

Rahmani L.

Статья научная

The perennial struggle between good and evil has captivated human thought across millennia, drawing insights from both philosophers and scientists alike. Human nature, with its instinctual drives and often lacking a clear distinction between good and evil, is subject to the whims of personal interpretation. What one individual considers virtuous, another might view as malevolent, reflecting the subjective nature of morality. This age-old battle, originating from the dawn of creation by the Divine, persists inexorably towards the eschaton. The esteemed Russian novelist Fyodor Dostoevsky extensively explored this theme in his literary works, endeavoring to promote ideals and justice within society. Although not formally trained in psychology, Dostoevsky adeptly penetrated the depths of the human psyche, articulating the covert emotions and inclinations that often remain unexpressed. This conflict manifests not only in the interactions between individuals and their surroundings but also within the internal battles driven by personal desires and impulses. This study delves into the dualism of good and evil as portrayed in Dostoevsky's seminal work, "Crime and Punishment." This novel transcends the typical adventure or detective genres to probe deeply into the moral and social quandaries associated with crime and its deleterious effects on society. Dostoevsky masterfully illustrates the internal turmoil of a criminal mind during and after the perpetration of a crime, exploring how the criminal rationalizes their deeds as morally justified. The resolution of these conflicts ultimately fosters a catharsis and moral redemption of the characters, advocating the triumph of virtue over wickedness.

The Correlation between Mother Tongue and Intangible Culture Patrimony-Concerning Some Specifities of Telemcen Region

Chergui S.M., Baba Dj.E., Elhelali I., Amirats M.A.

Статья научная

Nowadays, the mother tongue is regarded as an essential factor in the human relationships; as it supports the establishment of the social link. It remains the basis of reasoning of every human being since it starts to be acquired from the time the latter is still in his fetal stage. Indeed, it represents the fundamental tool for the anthropologist to interact with the members of the community of which they represent the subjects of his empirical research. Through the mother tongue, the anthropologist acquires the mechanisms considered to be essential for the preservation of an intangible cultural patrimony, which seems vulnerable to disappearance due to globalization and its impact on the components of a sociocultural environment. The acquisition of a mother tongue is part of a profoundly intimate and social process. From the very beginning, children internalize not only a linguistic system, but also a set of values, traditions and symbolic representations specific to their community.

The Criminal Behavior: exploring personal and social determinants: theoretical approach

Mezghiche S.

Статья научная

This theoretical analysis examines the interaction between personal and social determinants in shaping criminal behavior, addressing a fundamental gap in understanding their relative influences and interactions. Personal determinants, which include psychological characteristics, cognitive styles, and individual predispositions, are examined alongside social determinants, including family dynamics, religious influences, and societal norms. The study adopts an integrative theoretical framework, combining psychological theories of personality and sociological perspectives on deviance, to analyze how these factors collectively contribute to criminal behavior. Through a systematic examination of existing theoretical models based on literature in social psychology and personality, this research aims to develop a comprehensive understanding of the mechanisms through which personal and social factors interact in the emergence and persistence of criminal behavior. The approach also focuses specifically on identifying the key theoretical intersections where personal predispositions meet social influences; it also seeks to answer several questions, including: What characterizes a criminal personality? What are the characteristics that define the social environment for the emergence of this type of behavior, which is considered a violation of social laws and an infringement of the rights of others?
