Standards of E-Learning Quality: The Case of the University of M’sila

This study examines e-learning at the University of M'sila, Algeria, focusing on its adoption, challenges, and the need for quality standards. As technology advances, e-learning becomes crucial in modern education, offering flexibility and reducing barriers of time and distance. However, Algerian universities face significant challenges in standardizing e-learning practices. The research highlights the growing demand for e-learning and the importance of developing unified standards to ensure its effectiveness. The results show that, while progress is being made, a lack of consistency in standards limits e-learning's full potential. The paper concludes by recommending the establishment of standardized frameworks to enhance e-learning quality.

This study examines state obligations concerning the right to food under the International Covenant on Economic, Social and Cultural Rights (ICESCR), alongside its constitutional and legal embodiment withi n Algeria. The right to food is presented not merely as a response to malnutrition but as a fundamental human entitlement imposing enforceable duties on both states and the international community. The research analyzes both international and domestic stat e obligations, emphasizing the principles of treaty supremacy over domestic law and the right to an effective remedy. It delves into implementation mechanisms, including reporting procedures and administrative and judicial avenues, while highlighting the c ore duties to respect, protect, and fulfill the right to food. Regarding Algeria, the study reviews the constitutional and legislative provisions that enshrine economic, social, and cultural rights, identifying implicit references to food security within t he Algerian Constitution and legal framework, particularly in the Family Code and the Code of Criminal Procedure.

Rock art is considered one of the largest and most important artistic manifestations witnessed by humanity in prehistoric times. It reflects the extent of human interest since ancient times in art to embody various aspects of daily and social life, as well as religious beliefs. These beliefs were expressed in a precise manner, using drawing, sculpture, or engraving on stones in shelters, caves, and grottoes. Given the importance of rock art, we conducted research on a sample of it, specifically rock engravings. We chose the Kef Lemssaouar site because it is threatened with extinction, and studying it contributes to enriching the historical information of one of the most significant areas in eastern Algeria, which provides information that was previously known only in desert regions.

This article aims to analyze the strategic dimensions adopted by environmental communication within the Ministry of Environment and Quality of Life, through a quantitative analytical study targeting a sample of 45 participants. The data were analyzed based on indicators such as arithmetic means and standard deviations, in order to assess the effectiveness of environmental communication in achieving objectives such as public awareness, behavioral change, digital interaction, community participation, and environmental crisis management. The findings show the dominance of the awareness and behavioral dimensions, along with a significant presence of the digital component, while also revealing a relative weakness in activating participatory and preventive dimensions in the face of environmental risks.

This study aims to review the appropriate e-learning strategies for gifted students, with a focus on how to utilize technology to enhance their creative and intellectual abilities. It also seeks to provide an educational vision that helps in designing educational programs that meet the needs of this distinguished group. The importance of this research lies in addressing gifted students, who represent a valuable human resource requiring special care to develop their latent abilities. It also highlights the role of e-learning in improving the quality of education for this group, especially in light of rapid technological developments that offer new opportunities for interactive and flexible learning. The research problem centers on the main question: How can e-learning be employed to develop effective educational strategies for gifted students? The study adopts a descriptive-analytical approach to address this issue. It also reviews some supporting strategies such as problem-solving, critical thinking, creative thinking, and electronic projects, concluding that the success of these strategies requires qualified teachers and a learning environment rich in technological resources.

The legislative power has several oversight mechanisms against the executive power, and the mechanism of the motion of censure is considered one of the most important, and it was enshrined in the Algeria’s constitutions starting with the 1989 and 1996 constitutions, as well as the 2016 constitutional amendment. However, political practice in Algeria has proven the reluctance of many governments in the Algerian political system to submit the annual statement of general policy in many successive governments. This is perhaps due to the constitutional founder linking the motion of censure to the statement of general policy, in addition to surrounding it with some strict conditions, which prompted the constitutional founder, in light of the constitutional amendment of 2020, to strengthen this mechanism, as it responded to the jurisprudential demands that called for expanding the motion of censure and not linking it only to the statement of general policy. This was embodied in the text of Article 161, which expanded the actions that raise the government’s responsibility through the mechanism of the motion of censure, which now includes another means in addition to the statement of general policy, namely the interpellation, and thus the parliamentary interpellation became a means of oversight that raises the resignation of the government in the event that the motion of censure was voted on.

Stress, Immunity, Depression, and Disease: A Brief Overview

Throughout history, the term stress has come to signify modern reality. These findings will be used to examine the link between stress and sickness, focusing on the most common diseases in the Western culture like cancer and heart disease. Pathophysiological mechanisms underlying stress-induced immune alterations were researched. Studies have revealed that persistent stress is connected with the development of serious anxiety, and also a worse prognostic for heart problems, as per data. Some related studies show that stress management techniques might help people live longer. Chronic stress tends to decrease the immunological response, but acute stress has been linked to both immune activation and repression. Inflammatory cytokines, which are soluble mediators of the immune re-sponse, may cause depressive symptoms. To better understand the impact of stress in illness onset, course, and prognosis, more prospective epidemiologically based research is required. Patients with heart disease, cancer, and maybe other chronic conditions may benefit from stress management ap-proaches that attempt to lengthen their lives. One theory is that stress and sickness are linked via altera-tions in the immune system. The link between depressive symptoms and stressful life events may be explained at the biological level, researchers suggest the "stress, cytokine, depression" paradigm. Future research will need to collect direct evidence for cytokine causation utilizing cytokine antagonists, like soluble Tumor Necrosis Factor (TNF) receptors, that have just recently become accessible.

The chief interest of the present research work revolves around the investigation of perceptions of EFL Master 1 students at Maghnia University Center on 21st-century skills learning and implementation in their future teaching careers after graduation. As the informational age urges citizens, not least language learners to hold the magical quit of skills to succeed in modern times. To reach this end, this research work was undertaken using an exploratory research paradigm. It encompasses two sorts of research designs. The first was an exploratory case study to find out how the students felt about 21st-century skills being a must for them and their post-graduation prospective students. Focused group discussions were utilized as the next study tool to find out how well-informed the students were about these abilities and how important they would be to them as future instructors. Action research, the second study design, assisted the teacher researcher in putting those perspectives into practice through student presentations and instructional practices regarding how they viewed teaching 21st-century skills. To better integrate 21st-century skills into EFL/ELT classrooms, the intervention served as pre-service training for Gen Z. The data were analyzed qualitatively and quantitatively. The results uncovered that Gen Z favored both 21st-century learning and implementation in their future teaching practices. The main presented future teaching technique was project-based teaching as a method of choice. Thus, it is recommended to adopt a project-based syllabus in Algerian academic institutions so as to promote 21st-century teaching/learning.

The study of the spiritual culture of ancient societies is perhaps the most complex and controversial field of archaeology. Sacral objects found in residential places, chapels, other religious buildings, and grave monuments are attributes born from the religious outlook of the inhabitants. Such artifacts are invaluable facts for the study of primitive religious beliefs and rituals. As it is known, the ideas of the ancient people about the surrounding world, their religious outlook, various religious rules, restrictions and regulations that outwardly regulate their lives were concentrated under religious views as a whole. During the Bronze Age, the inhabitants who mastered the vast territories of the South Caucasus, while penetrating the new territories, adapted to the ecological and geographical conditions not only physically, but also from a spiritual point of view. They combined the customs and beliefs of the new territories with their own spiritual world. The reflection of the spiritual world is clearly manifested in the artifacts. It was a set of religious laws, rules and customs that accompanied the life of ancient people, starting from images and symbols with religious-ritual motifs on pottery vessels of various contents and shapes, metal samples, etc., to sacral objects found in grave monuments and places of worship.

This paper investigates the effect of economic alloying and efficient heat treatment mode on the structure and properties of spheroidal graphite cast iron. High demands are placed on complex structural parts made of spheroidal graphite cast iron (SGCI) used in various branches of mechanical engineering. The material of these parts must have a set of properties, such as high strength, hardness, good machinability, low friction coefficient, corrosion resistance, and the ability to operate in aggressive environments. Achieving the set of listed properties of cast iron is a very important task. Therefore, the use of the possibilities of innovative technologies for metallurgical processing (alloying and heat treatment mode) of high-strength cast iron is a topical issue on the agenda.

Critical directions in contemporary educational psychology are outlined, covering issues such as learning, intelligence, motivation, `self esteem`, assessment and research methods. Implications for educational psychologists are also drawn, particularly for issues of disabilities and inclusion. The field of educational psychology is still in many ways far from the critical project in psychology, but there are interesting voices of critical work in a number of fields that could benefit from more juxtaposition and dialogue. The critical project in educational psychology could also benefit from more at-tention to deconstructing discourses about individuals, their abilities and motivation, and from more attention to cultur-al/historical practices that are part of educational psychology`s normalizing gaze in education.

This research uncovers the practical consequences of li beralizing legal reform in the mental health system for the staff of a large public psychiatric hospital. The examined reform grants psychiatric inpatients more rights to determine their own compliance with mental health treatment. Two dominant schemas tha t are currently used to understand the ho s- pital’s working culture are examined in light of the role of ward staff. A new paradigm, the “ward control outlook,” is developed to reflect the unique responsibilities of the staff and the daily challenges they fa ce on the wards. This model predicts that staff in a mental hospital will behave less like rights advocates or psychiatrists and more like patrolling police officers whose primary job is to enforce rules. Ethnographic research took place in one mental hosp ital in the United study finds that the behavior of hospital staff on the wards conforms to the expectations of the new ward co n- trol model. Hospital staff valued the enforcement of rules and the maintenance of order as part of their daily work on the wards , and liberalizing legal reform was seen as a threat to the ability of the staff to perform their jobs effectively. The mandates of the reform conflicted with what the staff perceived as the most effective way to deal with problems on the wards. This creat ed a frustrating situation of workplace anomie that staff relieved by endowing with increased social importance the coercive measures of control still available to them.

The topic of economic globalization has fascinated social scientists for several decades. In fields as diverse as anthro-pology and economics, theorists have debated whether trade liberalization, transnational capital flows and transnational production networks are good for development and civilization. Over the years, polemics have emerged on both sides of the platform. Neo-liberal economists assert that economic integration is a preeminent source of development and stabilization. Conversely, leftist intellectuals decry global integration as a process that halts development and lets wealthy nations and powerful corporations extract and appropriate resources and labor from poorer countries. While debates on global integration frequently involve discussion of nations, cultures, factories and households, it is possible to reframe these questions so that they focus more on individuals. Global integration is not merely participation in the world economic system— the act of sewing or assembling goods—instead, it can be thought of as the state of being globalized, both in terms of work-force participation and cognitive sense making, the process by which workers in glob-ally- integrated workspaces make sense of their roles within them. Furthermore, integration can be evaluated in terms of the quality of global economic information workers posses, the way they acquire it, and how this information is used. By considering globalization in such a light, we establish not just the mere ―fact‖ of integration, but also the ―de-gree‖ of integration that exists in a locality and the variety of responses to it.
