Modern particularities of economic interests demonstration in the exchange phase

In modern conditions the development of retail trade as the key element of the exchange phase is one of the priority directions of economic policy of the Russian Federation. At the same time the galloping increase in trade volumes, connected with economic appeal of branch, has more often started to lead to an aggravation of contradictions between the manufacturer, large distributing networks often inclined to monopolization of the prices, and the consumer. The multidimensional analysis of growth of retail trade, and also the basic spheres of display of economic interests of participants of distribution and their contradictions are given in the article.

The conclusion about the urgent need for enhancing the state pro-family population policy is justified.

The uneven spatial development of Russia is manifested not only in the heterogeneity of residents’ settlement, but also in the transformation of the socio-economic sphere, including local labor markets shrinkage, which inevitably affects migration mobility. One of the most common types of migration is return short-term labor migration (otkhodnichestvo), in particular, long-distance commuting. Taking into account the socio-economic and socio-cultural contrasts of urban and rural areas, it is important to understand the differences in the scale of long-distance commuting and in the portrait of migrants themselves. The aim of the research is to assess regional differences in the contribution of rural and urban population to long-distance commuting, to identify socio-demographic characteristics of rural and urban rotational labor migrants. The information base includes data from the All-Russian Population Census-2020 and the selective monitoring of the use of the daily temporal resource by the It is confirmed that rural population is more involved in long-distance commuting. Despite the fact that urban and rural long-distance commuting workers are involved mainly in long-term migration, the proportion of long-term departures is noticeably higher among the former, while shortterm trips are more common among the latter. It is established that the majority of urban residents leave for work to other regions, while every third long-distance commuting migrant from rural areas leaves for work within the region of their residence. It is shown that Russia’s regions are markedly differentiated by the share of urban and rural residents in the total number of long-distance commuting migrants, and by the ratio of the contribution of urban and rural residents to general, short-term and long-term longdistance commuting, as well as intraregional and interregional long-distance commuting work. Typical features were confirmed in the socio-demographic portrait of long-distance commuting migrants, and rural-urban differences were revealed.

Modern ways to boost economic growth in regions

The paper reviews Russian and foreign research on modern ways to boost regional economic growth on the example of regional development institutions. We have chosen project management and regional development agencies as the most promising institutions for regional development. The growing interest in project management is confirmed by the data of the international database ScienceDirect, in which the number of articles on this topic for 1996-2019 was 19.5 thousand, and their annual number has increased 3.8-fold during this period. There is a similar trend in Russia: according to the electronic library eLIBRARY.RU the number of articles on this topic for the period from 2000 to 2019 has increased 87.5-fold, and their total number for this period was 1.2 thousand. Our main research method is cross-country comparative analysis. We investigate advantages and disadvantages of project financing on the examples of the Sydney Opera House (Australia), the Olympic Stadium in Montreal (Canada), the Concorde supersonic airliner (France-UK), the Suez Canal (Egypt), the Hubble Space Telescope (USA-EU), the Humber Bridge (UK). While studying international experience of regional development agencies, we have classified them into three types: agencies for ensuring regional leveling within the country (Scotland, Australia, Canada); agencies for ensuring economic leveling within an international association of countries (EU-Poland, Romania, Portugal); agencies that help countries join the world’s leading nations on the basis of the innovative economy (China, Malaysia, Botswana). A summary analysis of the works that study the activities of regional development agencies has allowed us to present the institutions under consideration on a system-wide basis and to identify their weak and strong points that should be taken into account in the development of this tool that helps enhance economic growth in Russia’s regions.

The paper presents thesis characteristic of modernization in keeping with the key ideas of the social establishment theory. Modernization is a specific way of social establishment that provides the population with wide-open access to the expanding capabilities of human potential implementation. The important task for the pro-modernization authorities is creating the structural and institutional grounds on which people can implement their human potential completely. The era of globalization incorporates numerous types of modernization. Mutual adaptation of that types as well as preservation of local traditions and conditions within the frames of transformation is of crucial importance for the era of globalization and modernization. The composition of innovations with social memory and traditions is the optimal course of modernization. It is important to understand that, besides creation of the new, modernization involves destruction of the old. That is why the ambivalent balance is significant.

Modern world is dynamic, variable and full of risks, which requires the development of flexible and dynamic mechanisms to modernize regional social systems. For modern Russian regions, different in pace of development and people's quality of life, it is important to develop such theoretical and methodological approaches to based to identify resources and problem areas of modernization. The research novelty lies in the analysis of modernization in a region using the theoretical and methodological capabilities of the system approach, the concepts of heterarchy and modernization. We emphasize the overlap of subject fields of terms “heterarchy”, “region”, and “modernization” in matters of principles (value basis) of modernization process management in the region using the heterarchy resources. This paper summarizes the approaches to the definition of the category “economic modernization” and identifies its common and specific characteristics. The basic strategies of modernization and development of innovative processes are considered, the classification of economic modernization depending on a way of its realization and character of plant renewal is presented in this paper. The necessity of the Russian economy modernization is also proved, the purpose, problems and priority ways of its carrying out are formulated. It is argued that Russia needs new industrialization (with the active and coordinated participation of government, business, science and society) with creating competitive industry producing the required products for the country.

In Russia and China, a course has been outlined to accelerate the transformation of traditional and stimulate the development of strategically important sectors of the economy in order to build a modernized industrial system. The aim of the study is to explore the possibilities of modernizing regional industrial systems in the Vologda Region and Jiangxi Province from the perspective of digital transformation and green development. To achieve this goal, tasks such as analyzing the state of the regional industrial systems of the designated regions, studying the directions of their modernization, and proposing measures to facilitate this process were solved. In traditional sectors of the economy, the processes of transformation and integration of the real and digital sectors of the economy are accelerating. At the same time, the promotion of the synergy of digital intellectual transformation and green growth is hindered by the weak competitiveness of industries concentrated in the middle and lower links of regional value chains, the lack of necessary technologies, and uncertainty in value chains. In order to overcome these obstacles, it is important to form industrial clusters in promising sectors of the economy, focus on the development of traditional industries, encourage enterprises to use scientific and technological achievements in production, introduce digital platforms, and apply a number of measures aimed at accelerating the integration of the real and digital sectors of the economy. The novelty of the conducted research lies in identifying trends in digital intellectual transformation and green development of regional industries, as well as in forming a set of measures that contribute to the activation of these processes. The information base of the study was made up of data from the Federal State Statistics Service and the National Bureau of Statistics of China, as well as foreign and domestic research in the field of industrial system modernization. The results of the study can be used by regional authorities in the development of strategic documents to substantiate the directions of economic policy

The article is devoted to the issue of the traditional branches’ enhancement. Karelia Republic’s forestry complex is considered as the example of the region’s traditional branch. The comparison of Karelia’s wood industry and Finland’s one is represented. The author chooses labor productivity (the factor of the intensive development) as the key parameter of enhancement. The dynamics of the wood complex’s development in Karelia from 1990 till 2009 is considered. The branch enhancement’s directions are offered according to the revealed tendencies.

The article highlights the importance of inter-ethnic relations monitoring in connection with the changes in the ethnic composition of population, caused by labour migration. It also points out that the study and adoption of competent managerial decisions in the sphere of inter-ethnic relations will promote peace among different nationalities living on the same territory, since ethnic conflicts pose a serious threat to the integrity of the state. The article analyzes the results of three monitorings carried out in the Komi Republic in 2008 - 2010, and it defines several topical blocks: the assessment of the residence of different ethnic groups on the same territory, the likelihood of ethnic conflicts occurrence, their causes, the attitude of the local population towards migrants (migrant workers).

The article, based on data of three sociological researches held in the Novosibirsk Oblast, considers development problems of self-employment among the unemployed population as one of the directions of the active policy promoting population's employment and reducing unemployment. The dynamics of recovery from unemployment is studied, namely the unemployed population's willingness and readiness for self-employment, the focus on its specific types, as well as on the necessary forms of support. The research has revealed favorable changes and trends in life and consciousness of unemployed citizens and their attitude to self-employment: the decreasing amount of citizens compelled to as little money as possible on most necessary things and living in poverty, growing incomes from self-employment in personal subsidiary plots, the increasing amount of people ready for self-employment, social mobility and self-reliance. But paternalistic moods of half of the respondents and the dominance of passive and compelled strategies raise concerns...

The article presents the results of the next phase of the study on the subject “Socio-cultural portrait of the region”. It gives the estimation of the demographic situation, standard of living and welfare of the Vologda Oblast residents. Besides, the article shows the people’s assessment of the performance of the authorities, social well-being and degree of safety, as well as their trust in the government. All these aspects are studied in their connection with social policy and social protection measures undertaken in the region. The study reveals that the society is disappointed in the actions of the authorities; it does not understand the true ultimate effect and the feasibility of ongoing regional social events. The greatest number of critical remarks addressed to local authorities comes from people with unstable position in life. Negative evaluations are also more likely expressed by the poorest population groups, by women, by the less educated, by village dwellers and urban-type settlements residents, as well as by individuals with a low level of education...

The article presents the results of research into the quality of work with talented schoolchildren in the Russian Federation subjects. It shows that it is the regional and municipal levels that should be most actively involved in the identification and development of such children. The author suggests his methodology of calculating the integral index of the quality of work with gifted schoolchildren in the regional educational systems. The article shows that Russia’s territories differ considerably according to this indicator. The highest value of the index is registered in the Volga Federal District (average rating is0.499) and the Central (0.480) Federal District. The constituent entities of the North Caucasian (0.303)and Far Eastern (0.358) federal districts have the lowest average rating. The regions were divided into five groups by the index of quality of work with gifted schoolchildren. The Vologda Oblast joined the group in which the level of quality of work with gifted schoolchildren was above average; the Oblast ranked 22nd in the country and 5th in the Northwestern Federal District...

The issues of competitiveness and competitive relationships are usually considered from an economic point of view, bypassing socio-cultural aspects. The paper presents a sociological analysis of young people’s competitive and moral orientations. The consideration of the emphasized problem field allows us to determine the connotation of competitive relationships, from positive (“ethical” competition) to negative (“aggressive”, “predatory” competition). The authors assess the format of competitive relationships set up by the younger generation considering themselves competitive, and those young people who reject their own involvement in competition in any form. A new scientific result, the understanding of competitiveness as a subjective phenomenon is obtained. The author’s system of empirical indicators for evaluating subjective competitiveness is also an element of scientific novelty. The presented material is aimed at achieving a specific goal to determine the relationship between the young people’s subjective competitiveness and their desire to adhere to stable value standards and high moral principles in behavior. The following tasks are solved within the framework of the research: the key characteristics of competition as a socio-cultural phenomenon are identified; young people’s attitude to competitiveness is studied; the relationship between competitive orientations, individual responsibility for their own actions, locus of control, trust and respect for others, readiness to help others is revealed. The empirical basis of the sociological research was the data from a questionnaire survey of young people in the Tyumen Oblast (2017, 3403 people, including 1087 high school students; 1360 students; 956 working young people under 30). It is found that the respondents not considering themselves competitive characterize competitive interaction with more negative ratings than young people who are actually involved in competition. Young people with low competitive orientations demonstrate a lack of active life position, they are not ready to create their own business and take responsibility for their lives. The highest percentage of competitive respondents is found among working youth. The author analyzes the world outlook, the general culture of high school students, students and working youth, the relationship between their competencies and competitiveness. Worldview attitudes, values, and moral guidelines are identified as the key determinants shaping young people’s competitiveness. It is concluded that competitive youth tend to adhere to high moral principles.
