Media Image of the Arctic: Towards Qualified Human Resources

The article is devoted to the relevant topic — the Russian Arctic labor resources. The potential labor force of the Arctic today includes representatives of generation Z, graduates of Russian universities. The strategic issue of attracting labor resources to the Arctic has a target audience of young people. The governmental policy agent is mass media. The media provide public narratives of social constructs. The media are used to represent such an important social construct for the state as the Russian Arctic. The established media image of the Arctic includes characteristics related to the harsh weather conditions, the region’s resource endowment, its military potential, and environmental problems. The traditional components of the media image of the Arctic have little significance in terms of highlighting the region’s human resource potential. The existing media image of the Arctic is uninformative for potential Arctic labor force due to the features of public information consumption and processing by young people. The content of the media image has a specific pragmatic component that is directly related to the issue of labor vacancies, living conditions, work and lifestyle in the location of the vacancy. The aim of the study is to determine the media image of the Arctic corresponding to the Russian government’s strategy for the development of the area. As a result, recommendations are made to adjust the media image of the Arctic to solve the problem of staffing the Arctic. The scientific novelty of the study is in the data obtained through surveys of Arctic university students. This data allows us to assess the degree of young people’s awareness of the possibilities for applying professional competencies in the development of the Arctic. The study of the modern youth features, including the character of media consumption, also constitutes scientific novelty in the study of tools for the formation of Arctic workforce. Practical significance is represented by the possibilities that will provide a new media image of the Arctic for the creation of human resources potential of the AZRF.

The article considers the methodic aspects of empirical ethnopolitical and ethno-social research in the regions of the modern Russia. It is demonstrated that the tools for quantitative sociological research of interethnic and interdenominational relations should be adapted for large-scale cultural-historical groups of the regions. E.g., in the case of the Russian Arctic, the indigenous small-numbered peoples are an important subject of the ethnic policy, which requires the use of additional indicators that represent their cultural development and participation in ethnopolitical relations. The toolkit of empirical cross-regional studies usually includes the measurement of individual variables. The article proposes a more complex and systematic methodology based on the idea of constructing integral indices, aggregating the values of a set of related indicators. To analyze the dynamics of the ethnic components of the region's social system, a set of categories is proposed, through which it is possible to describe the configuration of the main ethnic actors and the state of political and cultural institutions. The categories were operationalized for the political, societal and socio-cultural subsystems of the region, resulting in a system of indicators for monitoring ethnopolitical and ethno-social processes. The article shows an example of the procedure for constructing an integral index of the ethnic policy' quality (nationalities policy index) based on indicators proposed by the authors for measuring ethnopolitical processes in the region. In the end of the paper, the major issues for the measuring the data unification got with the use of different methods from qualitatively different sources is set.

The article considers the methodology problems of studying the population social well-being in relation to its hierarchies of values and attitudes. Social well-being is interpreted as an integral indicator with two aspects. First, social well-being represents the objective parameters of the quality of life related to the state of the socio-economic system of a society, the level of infrastructure development, social security and the quantity of political rights. Secondly, an evaluation of subjective well-being, including the overall satisfaction with life and social optimism. The article gives a general description of the main international and Russian methods for measuring the quality of life. The necessity of modification of existing methods is shown. It's proposed to be implemented by incorporating indicators that represent the specifics of living conditions in the Arctic, along with the preservation of universal tools for measuring social well-being. The characteristic of the international measurement methods of quality of life in the Arctic is given as an example of such modification. The article offers the idea that the study of social well-being should be done out in the context of the value orientation studies, because the latter is an important part of the individuals' interpretation of socio-economic, political and legal situation. It's proposed to use the additional variables, affecting the state of social well-being, such as personal motivational and value characteristics (dominant terminal and instrumental values) and culturally determinated value-behavioral imperatives common in a society.

Migration attitudes and mechanisms for attracting young people to the Russian Arctic

In this article, the author considers the migration outflow of the population from the Russian Arctic, a significant part of which are representatives of the socially active youth. A study of young people's motivations to move to a permanent or temporary place of residence in the Arctic showed that the idea of a region dominates the consciousness of this social group, characterized more by negative associations, such as “ice”, “cold” and “snow”. Nevertheless, some specific material incentives that, according to respondents, would positively influence a possible decision to relocate revealed. We are talking about providing additional paid vacations and rental housing. It was also possible to establish approximate boundaries of the minimum wage enough to decide on moving. The author claims that the socio-economic conditions changed after the collapse of the USSR. The state labor policy in the Arctic requires clarification concerning the discussed development options. Also, it demands the coherence of all measures taken at the legislative level in the context of speedy adoption of the fundamental law on the Russian Arctic. It is necessary to continue the policy of supporting various volunteer organizations as the most active and mobile structures for informing young people about employment opportunities in the Arctic and involving their representatives in socially useful activities.

The purpose of this article is to present the results of the sociological study of the social wellbeing of young people who live in the North of Yakutia. This article focuses on two main issues: analysis of the migration intentions of youth and evaluation of the quality of life of Yakut Arctic. The authors are setting the relationship between demographics, migration intentions and social well-being. On the basis of sociological data in the article conclusions are made about about existence of dissatisfaction among young people and generally unfavourable situation in terms of maintaining the demographic balance in the North of Yakutia. In addition, the authors offer some recommendations aimed at fixation of the Arctic’s population, which are based on the results of the questionnaire.

Migration processes in the Russian Arctic

On the basis of analyzing and summarizing of official statistics, the article reveals the dynamics of migration processes in the Russian Arctic in XXI century, which is important in conditions of intensification of population movements in the country and the world, and is significant in the context of defending the country's national interests in the Arctic and strengthening the human potential in the region in order to ensure its sustainable innovative economic and social development. It is noted that throughout the history of Arctic exploration, migration has been a major factor in its socio-economic and cultural development. The 20th century was marked by intensive migration of the population influx, which contributed to the transformation of sparsely populated areas into an industrially and culturally developed region. The dynamics of migration processes in the beginning of the 21st century shows the opposite trend. The migration outflow of the population, which has slowed down in the first decade of the 21st century (compared to the 1990s), in recent years has once again started to gain pace. The regions of the Arctic have a rapidly declining population, there is a trend of outflow of young and highly qualified personnel. The existing structure of the population and labor migrants does not fully meet the labor market demand for suitably qualified personnel. The region is experiencing an acute need for government support and well-thought-out policy to consolidate and attract population.

Some issues of the migratory behavior in the emerging market model are investigated. Migration processes are considered as one of the factors that influenced the changes that have occurred in the territorial settlement structure of Arkhangelsk region.

Military-Political Situation in the Arctic: Hotspots of Tension and Ways of De-Escalation

The article describes the politico-military situation in the Arctic, including the development of military capabilities of states in the region, the coastal infrastructure, the scales and the manner of military exercises, as well as the dynamics of the military landscape in the Arctic. The authors argue that the military capabilities in most parts of the Arctic remain moderate, primarily due to harsh climate restraints. However, military activity both of NATO member-states and Russia has increased considerably recently in the Euro-Arctic area adjacent to the North Atlantic, in particular in the waters of the Barents and the Norwegian seas. Mutual military deterrence in this area represents a "new old" normal that will shape the security situation in the Arctic in the long term. The article concludes by considering possible options for preventing escalation and minimizing the concerns of the sides by restoring a full, regular and institutionalized military dialogue between Russia and the rest of the Arctic states.

The problems of mining waste management at industrial enterprises and increasing the economy of production are among the most urgent ones, especially for the Arctic ecosystems, characterized by high sensitivity to external factors and the complexity of recovery. The research was conducted on the example of large industrial corporations directly operating in the Arctic, including PJSC PhosAgro, PJSC MMC Norilsk Nickel, Severstal Resource division of PJSC Severstal and PJSC NOVATEK. The key indicators related to waste management for 2018-2022 were analyzed. The trend of increasing volumes of mining waste in the Arctic was revealed, while the level of its utilization remained practically unchanged. It is proposed to intensify scientific research in the field of rational use of mining waste and to develop technologies for their processing, taking into account the impact on the Arctic ecosystems. It is suggested to create research and production centers for each industrial enterprise using the experience of the balanced “triple helix” model. It is recommended to actively participate in the Interdepartmental Scientific Council of the Russian Academy of Sciences on the development of the mineral resource base and its rational use, created in 2023, to develop the scientific foundations for the extraction and processing of minerals and accelerate import substitution.

Mining-Geological and Economic Characteristics of Lead-Zinc Ore Deposits in the Russian Arctic

The article analyzes the possibilities for prospecting, evaluation, exploration and extraction of zinc and lead deposits in the Arctic. The reserves and resources of zinc and lead deposits and ore occurrences on the Novaya Zemlya archipelago, on Vaygach Island, in the Polar Urals and in the Northern Timan are calculated on the territory of the Russian Arctic. The predominant reserves are represented by the Pavlovskoye deposit, which is being prepared for development by JSC First Mining Company of the Rosatom State Corporation. In 2019, the design of a mining enterprise was initiated, no lead and zinc mining has been carried out within the Arctic zone. A promising object is the Saureyskoye deposit in the Polar Urals. The problem is the remoteness of the site from transport highways. It is necessary to plan the construction of a dirt road from the deposit to the railway. Cargo can then be sent to the ports of the Gulf of Ob or to the port of Indiga when it is put into operation. Lead and zinc deposits on the island of Vaygach and on the Arctic coast near Amderma were previously developed. It is necessary to reassess their reserves and to determine possible development options. The extracted ore will be transported through the port of Amderma. In the Northern Timan, reassessment of non-ferrous metal ores should be carried out in a complex (lead, zinc, molybdenum, copper, nickel). Ore mining may be appropriate in connection with the construction of the deep-water seaport of Indiga. The purpose of this article is to study the mining, geological and economic characteristics of lead-zinc ore deposits and the spatial organization of marine communications for the development of the mineral resource complex of the Arctic zone of Russia. Mining facilities in the Arctic have an important strategic importance for strengthening national security of the country.

Being one of the strategically important regions for the development of the Russian Federation and a variety of aspects of its security, the Arctic represents a platform for defending the country’s national priorities. The nature of the policy pursued in the Arctic zone of the Russian Federation determines the status of the state as an Arctic power. Therefore, the aim of the study was to investigate the electoral preferences and to design the electoral model of the residents of the Russian Arctic in the gubernatorial elections in the period from 2013 to 2022. By means of multifactor comparative analysis using the clustering methodology, the author managed to determine such variables for the construction of the electoral model of a resident of the Russian Arctic zone as the level of electoral activity, voting for typical and atypical candidates and for the conditionally designated candidate “against all” as a marker of legitimate support for registered candidates and/or protest voting. The study revealed that, unlike the other federal subject’s voters, residents of the Russian Arctic take a more active part in the election of the head of the region, providing electoral support to the candidates of the “United Russia”, although in some cases atypical voting was observed, the percentage of which was insignificant. At the same time, the data obtained show that the number of invalid ballots is higher in the Arctic regions than in the constituent entities of the Russian Federation. Thus, the constructed model of electoral behavior of the resident of the Arctic zone of the Russian Federation in the implementation of regional policy in the region allows taking into account not only quantitative, but also qualitative parameters of electoral preferences of the Arctic residents to predict the results of future elections.

Models for development of resources and territories of the Yamal-Nenets Autonomous District

Challenges and threats related to the sustainable development of the Arctic zone of the Russian Federation (AZRF) dictate the need to study the fundamental laws of evolution and current state of the struc-tures and processes of spatial development of AZRF, the development and scientific substantiation of meth-odology, methods and practical approaches to the formation of alternative (innovative) models of spatial ecological and economic development of the coastal and inland territories, including urban development, adaptation of existing methods of management. The study was conducted with use of the historical and comparative method, presupposing identification of common features in historical events in different periods of development of resources and territory of the Yamal-Nenets Autonomous District. Also, the economic models were considered which were used in different historical periods in terms of their influence on the life of the population. As a result of the study, a pattern of development of Arctic territories depending on the targets of their development is discovered, the suggestions for the formation of the basic principles of the creation of new models of the spatial development of the Arctic regions are offered, from the point of view of the invariance of the innovative way as condition for sustainable development of the Russian Arctic.
